IDIQ Manager


Chemonics seeks an indefinite delivery indefinite quantity (IDIQ) manager for the USAID-funded worldwide Education in Conflict/Crisis Affected and Fragile Environments (ECAFE) project. The IDIQ manager will be the primary point of contact for the IDIQ project that will support USAID missions, bureaus, and other operating units in improving access to education for 15 million learners in crisis and conflict environments by 2015. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
* Provide vision, direction, and leadership to disparate programs in different regions around the world to disseminate best practices and lessons learned across regions and globally 
* Respond to task order requests and provide central management and oversight of task orders under this award 
* Work collaboratively and often with USAID central and field office managers, technical officers, and contracting officers, and meet and consult regularly with the IDIQ contracting officer's representative
* Select, provide technical and administrative direction and guidance to, and place and support all technical experts carrying out technical requirements
* Report to USAID technical and contract personnel
* Ensure quality control methods in a consistent and transparent manner for all contracted tasks and functions
Job Requirements Qualifications:
* Advanced degree in education or a related area (e.g., sociology or economics with an education emphasis) required
* Minimum 12 years of relevant work experience, including demonstrated management experience in basic education programs in crisis and conflict affected environments, and at least eight years of experience in international development
* Demonstrated management experience in strategic planning, program design, management and assessment across sectors, organizational development, institutional capacity building, and performance improvement
* Technical experience in policy dialogue around program design in crisis and conflict settings, including a strong working knowledge of the concepts and effective approaches related to designing, implementing, and evaluating education programs in conflict- and crisis-affected environments
* Experience in gender concerns in education preferred
* Demonstrated leadership, versatility, and integrity
* English fluency required
