Jhpiego Sr. Non-Communicable Diseases Advisor


Sr. Advisor provides technical leadership for Jhpiego’s formulation of a Non-Communicable Diseases (NCD) strategy and initiative, which currently includes diabetes, cervical cancer prevention (CECAP) and breast cancer awareness, and is expected to expand to hypertension and possibly other NCDs. In support of this technical leadership function, the position’s primary goals include: defining specific technical focuses and innovative programmatic models for Jhpiego to apply worldwide, strengthening Jhpiego’s internal institutional capability to address NCDs globally, and preparing innovative proposals to either attract significant sponsor funds or respond to sponsor requests for NCD—in both instances, proposals will lead to successful introduction of effective NCD models into country programs.
Responsibilities: Provide leadership in the formulation and implementation of Jhpiego’s global NCD strategy implementation initiatives Assist the New Program Development office to respond to and initiate opportunities to support the NCD effort Provide clinical and other technical assistance to GPO and Country Offices on programming to accelerate Jhpiego’s strategies and initiatives for NCDs In collaboration with Global Program Operations, build appropriate NCD capacity and presence in countries Conceptualize, develop, coordinate and implement innovative NCD initiatives and interventions, including helping to focus on which NCDs Jhpiego will address, either through building on existing program platforms or introducing revised or new program platforms Keep abreast of emerging research and best practices in NCDs and CECAP and ensure that information is shared in an appropriate manner with Jhpiego offices worldwide Work collaboratively with program and technical staff to ensure necessary program planning, development and management activities led by the NCD/CECAP office function smoothly and efficiently Motivate and mentor technical staff in their technical assignments and in building program staff and field NCD/CECAP capability, both on the job and through specific training initiatives Ensure quality, consistency and adherence to standards and best practices for NCDs/CECAP across all programs through monitoring and enhancing program performance Work collaboratively with finance staff to monitor expenditures and report on expenditures of activity budgets Ensure timely, accurate and appropriate reporting on NCD/CECAP program initiatives and results Work with the Monitoring, Evaluation and Research Office to develop, implement and monitor progress of Jhpiego’s NCD portfolio as well as identify operation and evaluation research areas of interest that support Jhpiego’s NCD effort Provide analyses of new program development opportunities in NCDs/CECAP to the Technical Leadership Office Vice President, Technical Directors, Medical Director and Director of New Program Development and other Leadership Team members as needed Identify programmatic successes, challenges and lessons learned, and ensure appropriate flow of information across the organization Participate in the development and review of technical and programmatic portions of new program development proposals to ensure technical quality and inclusion of appropriate activities, budgets and staff Level of Effort (LOE) Build capacity in program staff at all levels to participate in and lead, as needed, monitoring of activities and awards in NCDs/CECAP Represent Jhpiego at selected regional and international conferences, meetings, working groups, seminars and other events that require Jhpiego participation Write and review technical components of materials, publications, journal articles and reports Develop and maintain excellent professional relationships with colleagues, counterparts and donors worldwide Contribute to Jhpiego staff orientation and updates in areas of technical expertise
Required Qualifications: Professional qualification in medicine or nursing/midwifery 10+ years of professional experience, working in international health or development with emphasis on NCDs, particularly on diabetes, cardiovascular and chronic lung diseases and/or cancer prevention Strong clinical and technical skills across a range of NCDs/CECAP areas Excellent publication record In-depth understanding of evolving international health priorities and donor expectations for program results, outcomes, impact and reporting Proven collegial and cooperative approach to management and decision-making Experience in the development of strategic and tactical plans in collaboration with others (stakeholders) who may represent a wide range of interests and needs Proven leadership and management skills with 2+ years supervisory experience Demonstrated capability in working across multiple socio-cultural settings and with multicultural groups in a developing country context Ability to develop productive working relationships with counterparts in other agencies and organizations worldwide Knowledge of international and U.S. donor agencies and private sector foundations Understanding of performance improvement and training techniques Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform Ability to manage several major multidimensional activities simultaneously Excellent verbal, written and presentation skills Superior skills in facilitation, team building and coordination; field-oriented and results-oriented Ability to travel independently and interact professionally in developing countries Fluency in one or more languages appropriate to Jhpiego field activities Experience living and working in one or more developing countries Recent experience working in international health donor or implementing organizations Ability to travel up to 40% of LOE
