Organ:
The General Secretariat directs all the administrative and financial aspects of the Union's activities, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication matters for operational and other purposes, the provision of legal advice to the Bureaux of the Union and the departments of the General Secretariat, logistic support to the Union's activities including conferences, the coordination of the work of the Union with other international organizations, the dissemination of information to the Member States and Sector Members, press, corporate and individual users of telecommunications and the general public. The General Secretariat is also responsible for the organization of world telecommunication exhibitions and forums.
Organization Unit:
Within the General Secretariat, the Information Services Department (IS) is the focal point for the ITU information technology infrastructure which includes standards, user support and training, communication services (postal mail, voice, image, video, data), network services (file, print and computing), information exchange services (messaging, database, document base), desktop services (office productivity tools), administrative applications and software development environments. The Information Services Department manages the physical, human and organizational resources needed to design, deploy, operate, maintain and support the ITU information infrastructure. It also represents ITU in inter-organization meetings and committees related to information technology management.
 Duties / Responsibilities
Under the supervision of the Head, Conference Technology Support Division or the designated officer, the incumbent will:
  • Plan and manage remote participation infrastructure at ITU HQ and at external events: install and interface to existing audio-visual and IT equipment, encoders, server software and related IT infrastructure, test and ensure the service is working correctly.
  • Provide continuous improvements and updates to the related services to cater for new market development and industrial trends related to the services and conduct relevant analysis.
  • Prepare, maintain and operate any hardware and software necessary for connecting the physical meeting room with the virtual meeting room provided by the IRP (Interactive Remote Participation) service provider, instruct staff on required components, ensure inventory maintenance.
  • Liaise with the network team and the audiovisual team for establishing and managing the onsite IRP and Passive Remote Participation (i.e. webcast) platforms.
  • Actively work to streamline the service requests, monitor requests and ensure that adequate service coverage is provided.
  • Liaise with the IRP service providers to ensure their service is in-line with the Service Level Agreement; recommend changes to supervisor.
  • Coordinate interpretation needs with Interpretation Unit for multi-lingual remote participation.
  • Review bills from audio-providers and coordinate cost recovery.
  • Perform other duties as required: other CTS projects.
  • Qualifications required
    Education:
    University degree in computer science, information systems management or a related field OR education in a reputed college of advanced education, with a diploma of equivalent standard to that of a university degree in one of the fields above.
    Experience:
    At least one year of experience in supporting IT infrastructure and Operating Systems. Higher university degrees in related fields can be considered as a substitute for one year of working experience.
    Languages:
    Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)

  • Excellent communication skills and interpersonal skills, ability to adapt to new products and technologies, good technical and analytical problem solving skills including a demonstrated ability to diagnose complex technical problems.
  • Good knowledge of web-based conferencing tools.
  • Ability to work under pressure.
  • Ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
  • Proven ability to develop and maintain effective working relationships with users, peers and officials at all levels.
  • Ability to work in dynamic and fast changing environment, and handle multiple assignments simultaneously.
  • Good knowledge of multimedia applications.
  • Experience in integrating audiovisual equipment with the multimedia applications shall be a strong asset.

    Annual Salary: (Net of Tax)
    72,376.- USD - 92,512.- USD without dependants
    76,728.- USD - 98,690.- USD with dependants
