Manager, National Expansion, Jordan


BACKGROUND

With funding from the United States Agency for International Development (USAID), the International Youth Foundation (IYF) is working in partnership with the Jordanian Ministry of Social Development (MOSD) to design and implement a five year holistic youth development program to improve social services and protection for vulnerable populations, with an overarching focus on youth employability and civic engagement. The program will achieve this goal through the delivery of comprehensive community based activities to meet the needs of disadvantaged youth between 5 and 24 years of age that fall under four components: 1) Increased Youth Access to Market-Driven Life, Employability, and Entrepreneurial Skills Training; 2) Provision of Youth Friendly Services; 3) Expanded Civic Engagement of Youth; and 4) Policy Coordination.

RESPONSIBILITIES
  • Provide overall technical support for program implementation teams in the expansion of successful youth models to national level partnerships, including:
  • Support managers in the building of professional relationships with relevant partners, overseeing the quality rollout of life skills and youth worker training programs as they are scaled to national partners; support implementation managers in the negotiation of partnership terms and ensure smooth execution of relevant MOUs and license agreements with national sector partners.
  • Working closely with the Employability Manager, lead employer engagement roundtables and other key stakeholder outreach meetings to support the scaling of employability models to national partners.
  • Play a quality assurance role as models get integrated and rolled out through national partners, supporting unit mangers to assess quality of integration activities, troubleshooting implementation challenges and interfacing with national partners as required.
  • Develop strong communication channels with policy, life skills and public sector units to ensure effective coordination between key managers and to ensure smooth execution of expansion roadmaps related to life skills, career development and youth worker models.
  • Working closely with the Country Director and Senior Learning & Policy Manger, support the documentation and articulation of key achievements and best practices under the  Transitions to Work model, and make presentations to key stakeholders to share program progress.
  • Working closely with the Country Director, provide senior level project management support to outreach activities with national leverage partners, particularly during the initial conception and start-up phase for expansion activities.
  • Brief the Country Director and IYF Baltimore on implementation progress and challenges; participate in meetings with USAID and other external and strategic stakeholders as needed.
  • Provide regular updates to the Country Director; contribute to and sign-off on the submission of periodic program reports and updates to IYF Baltimore and core partners.
  • Other duties as may be assigned by the Country Director.

QUALIFICATIONS
  • A Bachelor’s degree required.  An advanced degree preferred.
  • At least 10-15 years of experience in management consultancy and project management, including international development, ideally in education and workforce development programs.
  • Knowledge of/experience with programs that support youth employment and/or social services (e.g. employment, education, health) preferred.
  • Experience working on USAID-funded programs in Jordan and/or the Middle East region is preferred.
  • Ability to exercise sound judgment and diplomacy in a multi-stakeholder environment.
  • Experience with USAID programs and systems/regulations preferred.
  • Oral and written fluency in English and Arabic.
  • Strong interpersonal and analytical skills.
  • Excellent written and oral communication skills.
  • Must be a self starter who takes initiative and is able to work with minimal supervision; comfortable working with multiple actors in the public/private sector, and/or civil society.
  • Strong team player, with demonstrated ability to positively motivate team members to success.
  • Strong computer skills in MS Word, Excel and PowerPoint.
