Community Specialist - Ma'an, Jordan

With funding from the United States Agency for International Development (USAID), the International Youth Foundation (IYF) is working in partnership with the Jordanian Ministry of Social Development (MOSD) to design and implement a five year holistic youth development program to improve social services and protection for vulnerable populations, with an overarching focus on youth employability and civic engagement. The program will achieve this goal through the delivery of comprehensive community based activities to meet the needs of disadvantaged youth between 5 and 24 years of age that fall under four components: 1) Increased Youth Access to Market-Driven Life, Employability, and Entrepreneurial Skills Training; 2) Provision of Youth Friendly Services; 3) Expanded Civic Engagement of Youth; and 4) Policy Coordination.

RESPONSIBILITIES
  • Manage the implementation of all program activities in Ma’an, managing program partners for success and ensuring timely and quality execution of program deliverables.
  • Manage quality assurance process for community based youth interventions and program partners’ capacity building activities, ensuring that interventions are being delivered systematically and consistently in accordance with program models, particularly in the areas of career guidance and life skills.
  • Manage the process for the building of community alliances and partnerships, by working closely with community leaders, Ma’an municipality, and main youth service providers in Ma’an. In addition, manage local committee meetings with partners in the community, including representatives from the government, the private sector, Civil Society, and other key decision makers in Ma’an.
  • Identify existing services, assets, and infrastructure in Ma’an to support the program interventions.
  • Manage and coordinate the work of program service providers in Ma’an, by facilitating all the needed logistics and coordination with the related parties.
  • Coordinate all logistics for “I CAN” training.
  • Manage the implementation of community job placement strategies by overseeing employer engagement efforts and partnership developments in Ma’an.
  • Lead capacity building efforts for implementing partners through workshops, site visits, and regular check-ins, providing technical support as needed; coordinate with program Capacity Building Manager as needed.
  • Work with the program Monitoring and Evaluation team to ensure programmatic activities are results driven and closely integrated with the outcomes and objectives set forth in program monitoring and evaluation plan; oversees any adjustments to design and implementation of activities based on M&E data and feedback.
  • Provide regular updates to senior management based in Amman; submit periodic program reports and updates for donor and other program core partners.
  • Conduct regular site visits to program sites to monitor program partner progress.
SUPERVISOR
Supervised by Community Technical Implementation Manager based in Amman, Jordan.

QUALIFICATIONS
  • A bachelor’s degree Economics, Social Sciences, Education or a related field is required.
  • 5+ years of experience working in a similar position on related youth employment/education programming. Experience working on Public Private Partnerships is a plus.
  • Strong managerial and organization skills in coordinating community based work. 
  • Oral and written fluency in Arabic required.  Fluency in English preferred.
  • Strong interpersonal, communication and analytical skills.
  • Excellent time management and organizational skills. 
  • Must be a self starter who takes initiative and is able to work with minimal supervision.
  • Strong computer skills in MS Word, Excel and PowerPoint. 
  • Solid planning skills and sound judgment dealing with implementation challenges and finding solutions.
  • Ability to travel up to 25% of time within Jordan.
