Programs Officer, Saudi Arabia


JOB SUMMARY
The Programs Manager (PM) will provide technical expertise and oversight into the design and implementation of IYF-supported programs in Saudi Arabia focused on youth employability, entrepreneurship, and service learning.  The PM will work with IYF regional management teams and Saudi partners to design projects and provide day to day technical support and leadership in the implementation of projects in collaboration with Saudi nonprofit organizations, private sector, and public sector partners; Tasks include  identification of skills development needs and priorities of youth and potential employers; and development of training plans, curriculum review, delivery, and/or evaluation of training programs to youth and/or staff of Saudi NGOs as needed. The PM will also be responsible to support IYF teams in engaging potential new partners and the design and implementation of new engagements in Saudi Arabia. The PM position will preferably be based in Saudi Arabia although arrangements may be considered for location at IYF offices in Jordan or Palestine.

JOB RESPONSIBILITIES
  • Work with IYF regional teams to design employability, entrepreneurship, and service learning projects in partnership with Saudi nonprofit organizations, private sector, and public sector stakeholders.
  • Manage IYF’s day to day technical efforts in the implementation and evaluation of IYF supported programs in Saudi Arabia focused on youth employability, entrepreneurship, and service learning.
  • Assess the organizational capacity building needs of local partners to conduct successful employment/ entrepreneurship/service learning programming and then develop capacity building plans to support these organizations in addressing these needs.
  • Provide technical assistance to partners including nonprofit organizations in developing and implementing employability, entrepreneurship and/or service learning programs. 
  • Deliver training, coaching and quality assurance related to youth employability, entrepreneurship, and service learning to partner organizations.
  • Establish strong professional relationships with key actors, relevant Ministries, donors’ representatives, private sector, training institutions and nonprofit organizations to leverage existing activities, identify gaps projects could fill, avoid duplication, and maximize synergies.
  • Draft communications documents in English and Arabic and/or review other documents prepared by other members of the team or partners in close coordination with IYF regional management team.
  • Promote collaboration and coordination amongst implementing partners.
  • Support IYF in identifying potential new partners in Saudi Arabia and the design and implementation of new engagements.
  • Provide regular updates on implementation progress and prepare required contributions to quarterly reports, and generate other technical reports as required.
  • dentify any problems and challenges that may arise and offer solutions accordingly

SUPERVISOR
Reports directly to the IYF Regional Program Manager.

QUALIFICATIONS
  • A Master’s degree or equivalent in Business Administration, Workforce Development, Education or a closely related field is preferred.
  • Minimum of 5 years experience working on youth employment/entrepreneurship programming in the region. Experience working on Public Private Partnerships is preferred. 
  • Must be a self starter who takes initiative and is able to work with minimal supervision; comfortable working with multiple actors in the public/private sector, and/or civil society.
  • Experience designing and conducting participatory training workshops on employability, entrepreneurship, and service learning related topics.
  • Experience successfully working with the public sector, the private sector, and/or civil society, community based organizations, local communities, local government and donors and in developing effective capacity building methods.
  • Solid "troubleshooting" skills and sound judgment in dealing with partners experiencing implementation challenges.
  • Ability to work under pressure and meet tight deadlines is essential. 
  • Experience working in the Middle East region. Working with a diversity of donors is an asset.
  • Excellent command of English and Arabic, both oral and written is required.
