In Mali, Oxfam Novib is implementing a developmental, humanitarian and campaigning programme together with local NGOs and in close collaboration with other Oxfams. Within Oxfam International, in Mali Oxfam Novib is the lead in the country leadership team, for essential services policy, advocacy and campaigning.
 
Objective of the position
To facilitate and monitor the campaign and program activities of Oxfam in Mali  in close collaboration with the program team, OxJfam affiliates and particularly the Steering Committee of RIC (60% of the time).
To facilitate, coordinate and monitor the work of affiliate Oxfams on access of the poor and marginalised people to basic social services. This work is to be done through supporting both Country Programme staff  and partner organisations to develop policy analysis and influence work including lobby, advocacy and campaigning. The advocacy work conducted in Mali being part of the Global Oxfam campaign on Essential Services will benefit from an international support and will contribute to shaping Oxfam global campaigns and policy work. The emphasis will be put on supporting Malian partner organisations in a targeted advocacy for an equitable access to quality primary education in Mali.
Main tasks
  • Develop and implement, with teams OI and regional teams, the program of Oxfam International advocacy for essential services, partnerships rooted in long-term development with organizations of civil society in Mali who advocate for better access to quality basic services, particularly education.
  • Support partners in the planning, economy, implementation, monitoring and evaluation of an advocacy strategy targeted to increase and improve primary and perhaps other services in Mali.
  • Identify the needs of partners in capacity building and support in terms of policy, advocacy and campaigns:
  • for example, power analysis, strategy development and expenditure tracking, etc.
  • and provide support in these areas either directly or by seeking the support of OI or its allies.
  • Maintain communication with Oxfam affiliates present in Mali, and facilitate collaboration with them on all aspects of advocacy for essential services.
  • Liaise with OI teams working on campaigns for essential services, enabling rural Malian benefit from links with broader campaign initiatives, and helping to ensure that international campaigns OI are guided and modulated by prospects and developments in Mali.
  • Facilitate and promote strong linkages and strategic alliances between civil society organizations and movements working on public services and those working on anti-corruption, debt relief and income of extractive industry, working with the team of OI West Africa working on extractive industries.
  • Play a leading role in ensuring the integration and coherence of advocacy OI and ongoing programs of Oxfam affiliates access to a quality education and other basic services, including supporting Program staff of Oxfam affiliates.
  • Depending on the application, press the Oxfam affiliates in Mali in identifying funds and keeping track of expenses for advocacy on essential services.

You
  • have a relevant Masters degree;
  • have solid experience in advocacy and campaigns, and understanding of the African campaigns and movements;
  • have excellent analytical and critical thinking skills and proven experience in strategy development;
  • have judgment informed policy and understanding how to use lobbying, public campaigns, media, communications and the creation of alliances to influence a political agenda;
  • have proven experience in dialogue with a wide range of civil society organizations and networks, as well as policy makers, and understanding of how to support and strengthen the capacity of partner organizations;
  • have the ability to solid networking and capacity to manage complex organizational relationships. have thorough knowledge of the promotion of gender equity and proven commitment to the promotion of equity and the interests of marginalized people in all advocacy. have the ability to work in both French and English: in particular excellent knowledge of written and spoken French;
  • have the ability to work on own initiative, manage complex workloads and deliver results to agreed deadlines.
  • have commitment to the values ​​and mission of Oxfam International.
  • have technical knowledge of development policy in Mali and / or policy issues related to education and other basic services. have knowledge of global or regional networks of campaigns related to essential services and funding, such as the Global Campaign for Education, ANCEFA, End Water Poverty, etc.;
  • are a team player and team builder in a multi-cultural setting; ability to stimulate and coordinate teamwork.
  • have strong facilitation and coaching skills.

We offer
A competitive, fair and comprehensive pay and benefits package that is justifiable to our donors.  We offer a gross salary in the range from € 2.896,- to € 4.456,-  on the basis of a 40 hour working week. This is excl. 8% holiday fee, an additional international staff package will be offered in line with Oxfam Novib’s Collective Labour Agreement.
