Programme manager Latin America & Caribbean and Emergency Aid
(32 hours, based in The Hague)
The unit Disaster Risk Reduction and Disaster Response supports communities with Disaster Risk Reduction, preparedness, emergency aid and rehabilitation. In The Hague a team of 20 persons work on programmes in 12 countries predominately in Africa.
Your tasks
Together with team members, you develop strategic plans for the countries/region you are responsible for and proposals for institutional donors. You manage emergency programmes and you are responsible for the results and for the contacts with the donors. You actively scan calls for proposals and tenders for funding opportunities and you make acquisition plans to set up new programmes. Together with the experts (Disaster Preparedness, Community Managed DRR and Shelter) you work on innovative new products (for example ICT applications that can be used during emergencies and disasters, or new approaches to shelter programming).
Your profile
  • You have in depth knowledge of emergency aid and disaster response on an academic level.
  • You have extensive experience with setting up and managing emergency projects in Africa, Asia and/or Latin America.
  • You have proven experience with writing and developing winning proposals for institutional donors like European Commission.
  • You have proven knowledge in the fields of emergency aid, refugees, shelter and DRR.
  • You have experience or affinity with ICT applications that can be used during emergencies and disasters.  
  • You speak excellent English and French or Spanish – preferably all three.
  • You have an entrepreneurial personality with an eye for innovation.
  • You are market and commercially driven.
  • You are willing and able to travel on a regular basis.

  • a gross monthly salary of € 3200, - up to € 4700, - based on a 36-hour week, depending on years of relevant experience;
