Project Manager / Technical Expert , Afghanistan


REQUIRED COMPETENCIES
Master’s Degree in technical subjects (Engineering, Geology, Agronomy, Natural Science) or two year experience in the sector or post university specific courses
Specific knowledge of floods risk reduction
Proven experience in management of development projects (minimum 2 years)
Proven tracks of success in project identification and in drafting proposals
Good leadership, management, teamwork & interpersonal skills
Good communication skills with strong focus in donors’ relations
Fluency in English and Italian (written and spoken)
Strong computer skills including Microsoft Word, Excel, Outlook.
DESIRABLE COMPETENCIES
Experience in security management and in high risk profile countries
Demonstrated attention to detail, ability to follow procedures, meet deadlines and keep the project’s files and documents
Creativity and capacity to think out of the box.
WORK CONTEXT
Cesvi has been active in Afghanistan since 2002, implementing community development, rural reconstruction, skills building and health programs. Cesvi works in cooperation with the local communities to improve their livelihood, with particular focus on the most vulnerable groups, such as returnees, IDPs, landless labourers and female-headed households. Since 2009 our interventions have been focusing on Herat Province, with the financial support of the Italian Cooperation, and in close collaboration with local and national Authorities. The two main sectors are income generating activities and support to the DRR sector.
Cesvi will support ANDMA (Afghanistan National Disaster Management Authority) with an initiative aimed to support their response capacity in case of disaster.
The expected results are:
  1. Support to the disaster response, through stocking of FI and NFI.
  2. DRR activities in three selected districts of Herat Province (mainly flood protection activities)
  3. DRM activities in peri-urban areas of Herat Province.
JOB DESCRIPTION
The collaboration will start in June 2013. The incumbent will be based mainly in Kabul with monthly visits (1-2 weeks/month) to the field office in Herat. Please note that short missions countrywide, for project identification and stakeholders relations, could be requested.
The PM/Technical Expert will be responsible for:
  • detailed planning and direct coordination of all project activities, with the support of the local coordinator and staff
  • technical supervision and analysis of the DRR/M activities (mapping, on-site work supervision)
  • supervision and consolidation (fundraising, project identification, coordination with stakeholders) of Cesvi within the Country.
S/he will check and make sure the projects’ activities fulfil the scheduled objectives, especially:
a) coordinate and monitor the implementation of the activities
b) ensure that such activities meet with the Country regulations and the donor’s guidelines
c) ensure that the Organization’s procedures and regulations are accomplished (Security Manual, Overseas Offices Administration Manual, Logistics Manual, Visibility and Communication Manual).
S/he will be in charge of supervising the administrative aspects of the project (accounting, budgeting, procurement, financial reporting) managed by Administrator/Logistician
S/he will be responsible of all the documents of the project
S/he will keep an efficient organization of the office and the staff
S/he will collaborate, within the established deadlines, to the draft of the related project reports (activities planning, work progress and final reports) as requested by the Donor and the Headquarters
S/he will recognize and report any necessary variation, extension or revision of the original project
S/he will identify and present new project proposals, guaranteeing missions to carry out feasibility surveys in the country or region, in accordance with the HQ and the CR
S/he will analyse the actual projects and strategies of other stakeholders (NGOs and International Organizations) regarding the same sector/geographical area, and draft periodic reports
S/he will assume the role of Country Security Manager
The PM/Technical Expert for all his/her tasks reports directly to the Area Manager (HQs) and works in close coordination and collaboration with the other CESVI expatriates in the Country.
