Senior Statistician/Analyst - OECD | France


Main Responsibilities
 
 
Research and management
 
 
• Initiate, coordinate and lead international research and Task Forces to develop guidance and Handbooks on conceptual and practical issues in the areas of trade statistics.
 
• Organise, co-ordinate and direct the work in the Section, taking responsibility for the efficient collection, processing and storage of statistics on trade by enterprise characteristics statistics and conventional trade statistics, and for developing and producing publications and press releases based on these statistics.
 
• Lead initiatives to develop improved estimates of Trade in Value-Added (TIVA), including ' Trade in Jobs' and the development of an extended accounting framework to measure ' Trade in Income’ and other related applications such as CO2 emissions embodied in trade. Assist in the development of polices related to tax avoidance. 
 
• Provide analyses of TIVA results in the context of international competitiveness and as evidence for trade and industrial policy makers.
 
•  Provide guidance to internal and external users on the interpretability of data and concepts within the work area of the Section.
 
•  Manage and oversee the organisation of the annual Working Party on Trade in International Goods and Services.
 
• Supervise, motivate and contribute to the professional development of staff in the Section within the framework of the staff policy of the Directorate and of the Organisation.  Act as deputy project manager for the OECD cross-directorate activity on Trade in Value-Added.
 
 
Collaboration, networking and representation
 
 
• Follow closely and contribute to the research activities and statistical developments undertaken in other parts of the Statistics Directorate and other OECD Directorates. Keep abreast of and contribute to other horizontal and inter-directorate projects, as appropriate.
 
• Build and maintain networks with international experts working in relevant areas, arrange workshops and other meetings for statisticians from countries to contribute to the international efforts to improve the relevance and the international comparability of the statistics under the responsibility of the Section. Represent the OECD in international meetings on these topics.
 
• Ensure effective communication and co-operation with national Delegations, national statistical offices, senior government policy makers and other international organizations to develop co-ordination on statistical methodology, data exchange, the management of data and metadata, and data dissemination.
 
 
 
Candidate’s profile
 
Academic Background
 
 
• An advanced university degree or equivalent qualification in statistics, econometrics or economics.
 
 
Professional Background
 
• At least eight to ten years’ experience of which several spent in a national or international statistical agency. This experience should include the compilation, processing, analysis and publication of trade statistics and input-output tables and the development and interpretation of concepts in these areas.  Familiarity with FDI, FATS, the national accounts and productivity statistics and analyses would be a distinct advantage.
 
•  Expertise in the concepts, classifications and methodology used in the Balance of Payments, Merchandise Trade statistics, Trade in Services statistics and Trade by Enterprise Characteristics statistics.  
 
•  Expertise in the compilation and use of input-output and/or supply-use tables.  Capacity to link statistical concepts to economic theory and quantitative tools in analysis.
