A sub-tropical island of spectacular and beautiful landscapes in the South Atlantic with a warm and friendly population of 4,000, St Helena is a self-governing overseas territory of the UK, poised for transformation with the imminent construction of an airport.

As a member of the Programme Management Unit within the Corporate Services Directorate you will provide socio-economic evidence to underpin the island’s Capital Programme

You will improve the decision-making around programme management, with socio-economic appraisal for discrete projects in support of the capital spend programme. As you carry out financial modelling, cost and economic analysis, project support, research, report writing, client and stakeholder interaction, you will support the team's business development strategy with an emphasis on commercial feasibility. Your remit will cover a range of fields including PPP/PPI advice, market studies, sector studies, feasibility studies, business plans, internal model auditing, due diligence and market research.

Bsc or equivalent in a field such as economics, mathematics, business or other relevant fields, you will have a good understanding of project finance, ideally with experience in the infrastructure sector. Your background should be in economic or social project appraisal and in undertaking multiple project appraisals, so you should be familiar with project appraisal techniques and project finance documentation. Modelling experience is essential and you must have exceptional analytical and quantitative skills. You should also have the ability to analyse and interpret a range of data and information, supported by excellent report writing. With your strong analytical approach, you will produce precise, concise and coherent drafting on technical issues.

Adept at explaining complex matters to non-specialists and with well-developed communication and presentation talents, you should be up to speed in participatory appraisal methods. Familiar with socio-economic research methods and application, you will have knowledge of analytical methodologies and qualitative and quantitative approaches.
