  1. Introduction
The Knowledge Sector Initiative (KSI) program is a joint initiative between the Australian Government and BAPPENAS (The National Planning Agency) to improve the quality of public policies in Indonesia through the use of research, analysis and evidence. The program seeks to achieve this by supporting the capacity building of think tanks, to improve the quality of their research to meet policy maker’s needs, improve systems and regulations in government to support research-based policy making, and to develop effective models for procuring and using research to strengthen policies in education, health and social protection that will benefit the country’s poor. The program, projected to be 15 years in duration, will begin implementation in May 2013.
The overall goal of KSI is that Indonesia has the capacity to develop effective and socially accountable policies that meet priority development needs. Revitalising the Indonesian knowledge sector is an enormous effort, well beyond the scope of any one agency or development partner. AusAID’s objective in supporting this program is to catalyse reform efforts by providing its partners with a framework and resources to drive a reform process. It does not do everything. Designing the program interventions required striking a balance between the need for a comprehensive approach to knowledge sector reform and realism about what can be achieved with limited capacities, resources, and timeframes. Nevertheless, analysis suggests that in Indonesia the time is ripe for launching this change.
The person selected for this role will have many years of experience working in government, with donor supported programs and will have good links into the university and research sector in Indonesia.
  1. Objectives
The objectives of the assignment are as follows:
  1. The Executive Officer will provide high level substantive support and assistance to the Operations Manager and the Lead Technical Adviser and other senior managers of KSI. This will include assistance to senior management with liaising and networking with the Government of Indonesia (GoI) and external stakeholders, in providing research and analytical support to senior management and through providing an informed and in-depth perspective on critical program issues in Indonesia.
  2. The Executive Officer will play a pivotal role in supporting national team members in implementing program directions and in mentoring the performance of team members in achieving expected outcomes.
  3. The Executive Officer will also provide high level support with researching key topics of interest to management and in analysing issues and situations that affect program delivery.
  1. Scope of Work
Working under the supervision of the Operations Manager, the Executive Officer will provide high level support and assistance to the Operations Manager, the Lead Technical Adviser and other senior managers of KSI. The Executive Officer will not have direct supervisory responsibility. The Executive Officer will work collaboratively with the managers and staff of the KSI team and, with a high level of knowledge of the Indonesian government system, Duties include:
  1. Carry out research and analysis to support strategic decision making with the program
  1. Undertake and present analytical work in relevant areas of interest to KSI as directed by senior management. This includes gathering relevant information on laws, regulations and practices pertaining to the situation in Indonesia in the governmental, non-government and private sectors, and in relation to the work of other international donors and related agencies.
  1. Provide advice on critical program issues in Indonesia to the senior management team
  2. Support stakeholder liaison
  1. Assist senior managers with stakeholder liaison through advice as well as participation in meetings, workshops, seminars and field visits as required
  2. An excellent knowledge of protocol and skills in setting up meetings with senior people and supporting the planning and management of committees
  1. Mentoring and team support
  1. Work closely with the national and international staff to ensure that program objectives and work plans are clearly understood and are being implemented in accordance with agreed plans.
  1. Level of Effort
The duration of the assignment is until approximately June 30, 2017.
  1. Organisational Arrangements
The Executive Officer will be a member of the national KSI Senior Management Team and will report directly to the Operations Manager, and will work in a flexible way to support the achievement of objectives across the project.
  1. Qualification Requirements
  1. A master's degree or higher degree in a suitable area that could include economics, law, science, social science, or arts, or other relevant studies.
  2. A minimum of 10 years' experience working in a senior role that demonstrates the individual's capacity to undertake this role and a track record of achieving high level results and outcomes.
  3. Experience in a policy sector in Indonesia, from government, university, think tank or NGO perspective, essential.
  4. Demonstrated strong research and analytical skills.
  5. Fully proficient in writing and speaking in both the English and Indonesian languages.
  6. Superior communication and team work skills.
