Transition Program Specialists


Dexis Consulting Group will be providing program support to USAID’s Office of Transition Initiatives, to facilitate meaningful change, economic growth, and peace reconcilation and stability in countries facing political or social transition during key windows of opportunity. The program will provide in-country assessments and analysis to OTI, assistance in starting an in-country field office and establishing country presence with key stakeholders, and lead the initial program requirements to a full transition initiative. Project start-up will be rapid and may require mobilization on a short-based notice. Dexis is seeking experienced program officers and potential Chiefs of Party for anticipated Task Orders.  Regional coverage will be include Africa and Latin America/Caribbean. Responsibilities:
  • Travel to transitioning countries facing challenging environments
  • Perform country assessment and report to OTI on opportunites for programing
  • Assist in establishment of country office, including logistics, operations, and administration
  • Recruit local program officers
  • Build relations with key stakeholders
  • Develop country strategy and perform political analysis
  • Take direction from HQ on program activities, including grants management, outreach, livelihood promotion, peace reconcilation, using innovative approaches
  • Evaluation of program impact and participating in strategic assessments
  • Potential long-term country presence 
  • Oversight of project implementation activities

Qualifications
  • Experience on OTI projects strongly preferred, experience implementing USAID or similar donor funded projects required
  • Minimum 10 years of experience in an international setting, particularly Africa and Latin America
  • Experience living overseas, preferrably in a challenging environment, particularly conflict or post-conflict setting
  • Subject matter expertize in relavent field including but not limited to: democracy and governnance, elections, civil society, peace reconciliation, reconstruction and rehabilitation, at-risk youth and violence mitigation, counter-extremism, media and outreach, ethnic conflict reconciliation
  • Experience in program management, rapid start-up of programs
  • Ability to communicate with HQ
  • Fluency in at least one foreign language, Spanish and French a plus
  • Strong organizational and leadership abilities, including financial management
  • Masters degree preferred in a relevant field
