Project Description: The USAID/Iraq Administrative Reform project – Tarabot provides comprehensive assistance to Iraqi ministries and offices delivering services to the Iraqi people. Tarabot helps the government of Iraq rebuild its civil service as part of a general U.S. commitment to a strong, independent Iraqi government providing its people with food, medicine, power and a better future.

Position Summary: The Team Leader will oversee the implementation of an extensive training program for the Ministry of Education to ensure that the training programs are delivered in a timely, comprehensive, and competent manner. The training encompasses a range of public administration support including Financial Management and Budgeting, Project Management, IT Management, Procurement, and Training of Trainers program to build internal capacities. This position will report directly to the Chief of Party and coordinate closely with other Tarabot teams as needed. The Team Leader will manage the day to day supervision of both LTTA and Iraqi trainers, facilitators, and related staff; liaise with and ensure the timely recruitment of participants from the Ministry of Education; oversee training logistics, and; manage participant tracking and monitoring and evaluation requirements. In addition, the Team Leader will also backstop LTTA training experts as required.

Responsibilities:
• Lead implementation of the Ministry of Education training program;
• Manage all human, material, and space resources allocated to achieve training goals;
• Supervise expatriate and Iraqi trainers, facilitators, and staff;
• Liaise with Ministry of Education staff;
• Liaise with and brief USAID as needed;
• Coordinate with technical staff on the implementation and management of training courses;
• Oversee participant tracking and evaluation;
• Assist with monitoring and evaluation of activity;
• Ensure the drafting and submission of required reports, status updates, and other documentation;
• Other duties as assigned.

Requirements:
• Bachelor’s degree required, Advanced degree preferred;
• Demonstrated experience in coordinating and delivering training courses;
• Experience managing complex teams and logistics;
• Past experience working with the Iraq Ministry of Education preferred;
• Experience working on USAID funded projects desirable; experience with USAID/Tatweer preferred;
• Some travel outside of Baghdad required;
• Excellent spoken and written English and Arabic required.
