Under the direct supervision of the 3MDG Fund Manager and in accordance with UNOPS policies, procedures and practices, the Conflict Sensitivity and Peacebuilding Advisor’s duties and responsibilities will include:
• Complete a Conflict Analysis across States/Regions and specifically as related the Health Sector, outlining the main conflict drivers, key conflict actors and their motivations, draw out significant commonalities and differences across the different conflicts assessed, and examine any links between health service delivery and the conflict dynamics. The State/Region analysis will need to be sequenced geographically and should take into account 3MDG planning for support to States/Regions across Myanmar. This analysis should build upon conflict analysis work which has already been undertaken in Myanmar. Linkages to other ongoing initiatives should be considered for incorporation within the final workplan, where relevant. This analysis should focus specifically on where health sector interventions could, or do, have either a negative or positive impact upon conflict and peace dynamics. It should contain a detailed Risk Analysis of 3MDG Fund programme interventions covering political and conflict risks as well as programmatic and operational risks of operating in a fragile environment (e.g. conflict risks of delivery in state and non-state controlled areas, political/ reputational risks, programme risks & risks to staff safety and security). The analysis should provide guidance and make recommendations for the development of the CSAP-SAP.
• Review, analyze and assess all 3MDG (and broader health sector) strategy and programme documentation, in order to conduct a Conflict Sensitivity Audit (CSA) of the current 3MDG approach and programme. This CSA should assess two things: the degree to which current interventions, approaches and practices are appropriate for conflict affected areas, and
• Provide recommendations for any remedial action (such as the adding in, taking out or adaptation of programme components, inclusion of conflict sensitivity and peace building criteria, and specific monitoring and evaluation indicators related to their attainment).
• Develop a 3MDG Fund Conflict Sensitivity and Peacebuilding Strategy and Action Plan (CSAP-SAP). This should include
  • Recommendations in respect of 3MDG planning in regard to scale up of interventions across States/Regions in Myanmar by identifying emerging opportunities at the State/Regional level, and where health service delivery under 3MDG can contribute towards maximizing peacebuilding.
  • Recommendations on development of M+E indicators / monitoring frameworks for each intervention that track and monitor, and then evaluate, the peacebuilding and conflict sensitivity impacts (as well as the more direct health impacts) of programme interventions.
  • Recommendations to ensure that Risk Assessment is sufficiently robust and takes sufficient account of broader risks to peace and conflict from the proposed programme interventions.
  • A clear plan for the training and building of knowledge and awareness of the concepts of Conflict Sensitivity, Peacebuilding, and Do No Harm amongst 3MDG Fund Board, Fund Manager, staff and implementing partners and others, as identified. The training should focus on building the skills of implementing partners to utilize the checklist and undertake/apply a Do NO Harm analysis as part of their program implementation.
  • Design or adaption of an ongoing Conflict Assessment Tool (CAT) to enable the broader 3MDG approach and strategy, as well as its programmes, to remain relevant to changes in the context (responding to threats and opportunities).
  • The strategy should detail how current good practice and latest policy thinking on engagement in Fragile and Conflict Affected States is mainstreamed into the thinking of the 3MDG Fund Manager and strategists, as well as those implementing 3MDG Fund programmes on the ground. The strategy and action plan should provide a costed and staffed plan to ensure that sufficient and relevant expertise is both funded and available to fully implement and monitor the plans.
