WASH EXPERT


WASH EXPERT for emergency / relief projects in support of Syrian refugees in Lebanon
Country of Operation: LEBANON
Duration: from 3 till 12 months
Tentative starting date: April 2013
Requirements:
a) Qualifications in a discipline related to Water and Sanitation/ Engineering/ Environmental Science
b) Demonstrated experience and ability in cooperation projects’ management, specifically in the field of WASH in emergency and relief, humanitarian aid, assistance to refugees, NFI’s distributions, etc. c) Specific and demonstrated skills and technical experience in WASH (architecture, civil engineering, hydraulic engineering, design, management, implementation and supervision of civil works, wash facilities, water networks, shelters’ rehabilitations etc.)
d) Experience in developing WASH need assessments and undertaking gap analysis for development of WASH programmes
e) Experience in conflict/post-conflict contexts, preferably with experience in supporting emergency response;
f) Minimum 3 year experience in similar position / emergency projects
g) Excellent understanding & experience of programme, financial and operational management processes
h) Experience / skills in projects’ financial planning, administration, reporting
i) Experience / skills in procurement procedures and tendering. Background and knowledge of UN Rules and Regulations, as well as UNHCR, UNICEF, OCHA, projects’ management systems, administrative and procurement procedures, tendering, etc. is a preferential asset
j) Excellent communication capabilities and ability in reports’ writing
k) Fluency in English is required.
l) Computer literacy
m) Driving License
n) Ability to work effectively in a fast-paced, stressful environment. Flexibility, availability to perform other duties.
o) Availability to work in security volatile context
p) Past working experience in Lebanon is an asset
q) Knowledge of Arabic is an asset
Functions:
1. Planning, coordination, management and monitoring of project activities, including needs assessment, beneficiaries’ selection, design, follow up and supervision of civil works and technical interventions;
2. Procurement and tendering procedures for works, NFIs, and other goods and services;
3. Supervision and follow up of civil works
4. Organization of distributions
5. Accountancy and administration
6. Maintaining contacts with relevant local stakeholders, institutions, associations, cluster groups, donors, local authorities and International NGOs and agencies;
7. Taking care of any needed operational agreement with local authorities involved, as well as any needed authorization
8. Drawing project documents such as assessment reports, activity plans, intermediate and final reports, financial reports, etc.
9. Management of financial and logistic resources of the project;
10. Selection, recruitment, management and supervision of local staff;
11. Reporting to the CISP Country Representative to Lebanon
