Responsibilities:
The Project Director II / Chief of Party (COP) will be responsible for providing overall technical and programmatic leadership to the program, ensuring integration of activities and technical quality of approaches, coordinating partner roles, building relationships with key stakeholders including USAID, LMI and ASEAN partners, and ensuring program delivery of expected outcomes and milestones. The PD/COP provides managerial and technical support throughout the implementation of the activity, including management of key personnel and sub-grantees. The PD/COP will be the primary liaison with USAID on all project-related matters, and will ensure critical linkages with counterparts, the private sector, other stakeholders and government entities at national and local levels.

The ideal candidate will have extensive experience working for the private sector and facilitating public-private partnerships to advance workforce development objectives with technologic knowledge in the challenges facing education and training delivery in two or more of the STEM+AT fields highly desired. The ideal candidate will demonstrate deep understanding of workplace learning models, human resource development, talent management, job placement services, and substantial experience in leveraging ICT to improve access to education services.

This position will be based in Bangkok and is contingent upon receipt of award, funder approval of key personnel and project implementation criteria.

Major Duties/Responsibilities:
  • Plan, direct, and coordinate technical and operational activities to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters.
  • Establish work plans and project teams to meet project goals and ensure compliance with policies.
  • Provide guidance and training to managers and staff to achieve project goals.
  • Establish, serve and maintain partnerships with internal and external stakeholders on project matters.
  • Oversee financial and technical reporting to USAID.
  • Work with subcontractors to integrate contributions into program activities.
  • Work with the FHI 360 home office to recruit and field short-term technical assistance as needed.
  • Develop and implement monitoring and evaluation procedures for program indicators.
  • Present program results to USAID and other professional colleagues, both regionally and internationally.
  • Responsible for induction of project staff, ensuring their familiarity with mandate values, quality standards, policies and project objectives and their individual responsibilities in upholding these standards and policies.
  • Troubleshoot to prevent and resolve potential problems and review outputs for quality control.
  • Direct all aspects of the start-up and implementation of the program in the field.
  • Provide overall project management and guidance to team members and consultants.
  • Supervise the work of field staff to ensure completion of contract deliverables, including scheduled reports.
  • Serve as point person for FHI 360 with local communities, district government officials, and local USAID representatives.
  • Communicate with technical and administrative personnel from the FHI 360 home office.
  • Motivate, influence, and collaborates with others employing well-honed negotiation skills.
  • Deliver excellent client satisfaction based on outcomes and accomplishments
Qualifications:
  • Advanced degree (Masters level or higher) in public policy, economics, education, social sciences, administration, or international relations or other relevant field.
  • Minimum seven years of experience working with the private sector, universities and/or vocational centers to develop shared responses to improve the number and quality of skilled workers in areas critical for economic growth;
  • Demonstrated track record in developing strong relationships with private sector, industry associations,
  • universities, and higher education government counterparts;
  • Minimum seven years of experience managing projects similar to the regional focus and complexity of this
  • project;
  • Substantial experience in leveraging ICT to improve access to education services;
  • Proven experience in facilitating public-private partnerships in a development context;
  • Demonstrated technical knowledge in the challenges facing education and training delivery in two or more
  • of the STEM+AT fields highly desirable; and
  • Ability to manage dynamic teams and programming.
