SUMMARY DESCRIPTION
 
The Latin America Communications Consultant (Consultant) develops, implements, and supports media advocacy campaigns aimed at tobacco control and road safety policy progress in low-and middle-income countries in Latin America. The Consultant serves as a resource for Campaign for Tobacco-Free Kids (CTFK) staff, NGOs in Latin American countries, tobacco control and road safety allies, and the media. He/She develops and implements communications strategies in collaboration with NGOs and partners in selected countries with the goal of strengthening the policy framework to reduce tobacco use and road traffic injuries and deaths. This position reports jointly to the Director, International Communications and to the Director, Bloomberg Advocacy Incubator, both of whom are both based in Washington DC. S/he will also work as an integral member of Latin America team and in close collaboration with the Regional Director for Latin America. The Consultant will be located in Latin America, with a strong preference for Mexico City.
 
Primary Duties:
• Develop, implement, and support media advocacy strategies in partnership with NGOs and partners in selected low- and middle-income countries of focus in Latin America, with special emphasis on Brazil and Mexico.
• Implement strategies to increase the capacity of the media to report on tobacco control, including journalism training, fellowships and other programs.
• Implement strategies to enhance the ability of NGOs in selected countries to conduct effective media advocacy, including training for the NGOs.
• Conduct research on the media landscape in selected countries to help guide development of media programs. Also conduct research at the regional level to determine whether regional alliances of journalists or NGOs focused on media communications can play a part in CTFK’s media strategies in Latin America.
• Contribute to efforts to implement systems for gathering data and analyzing the results of CTFK’s media programs, and translate this data into clear progress reports.
• Draft, edit and oversee production of press releases, reports, brochures and other communications materials when necessary. Work in conjunction with the CTFK web team on an ongoing basis to write and produce content for the site.
• Serve as member of CTFK’s Latin America team, participating in program development, and team meetings to ensure that media strategy supports CTFK’s goals and objectives in Latin America.
• Collaborate with communications staff from other organizations in the Bloomberg Initiative, and other organizations and alliances working on tobacco control in Latin America.
• Provide support to CTFK’s grants program and grantees in the grant review, negotiation, and implementation phases, with an emphasis on the media elements of the grants.
• Work collaboratively with CTFK research and legal programs to ensure strong integration of approaches and coordination of activities.
• Oversee relationships with and output of communications agencies and consultants.
• Work with colleagues to develop and monitor budget for media advocacy programs in Latin America.

Bloomberg Advocacy Incubator (BAI) Road Safety Primary Duties:
• Develop, implement, and support media advocacy strategies in partnership with NGOs and partners in Mexico and Brazil.
• Support Global Road Safety Partnership grantees in Guadalajara and Leon to implement strategies to increase quality and quantity of media coverage in support of increased enforcement of seat belt and drink driving laws, and other policies as needed.
• Support Brazil partners and NGOs in creating and implementing communication strategies to push for passage of national speeding legislation and other policies as needed.
• Review key communication materials such as press releases, key messages, etc. in Guadalajara, Leon and Brazil as necessary.
• Contribute to efforts to implement systems for gathering data and analyzing the results of media programs in Guadalajara and Leon, and translate this data into clear progress reports.
• Serve as member of BAI Mexico and Brazil teams as necessary, participate in BAI Mexico and Brazil calls and meetings as requested. This will include travel to Guadalajara, Leon, and Brazil.

Roughly 75 percent of the Consultant’s time will be spent on duties related to tobacco control, and 25 percent on road safety.

Desired Skills:• Broad client-services experience in the field of media strategy and public relations, and/or particular experience serving NGO clients or partners in Latin America.
• Experience in utilizing earned, paid and social media in a policy advocacy context.
• Demonstrated ability to develop and implement media and communications strategies in support of policy change and implementation in low- and middle-income countries, particularly Latin America.
• Minimum 7 years relevant experience.
• Excellent writing, speaking and editing skills in Spanish and English. Knowledge of Portuguese also extremely helpful.
• Experience working at the international level and in cross-cultural settings.
• Ability to handle multiple tasks in a fast-paced environment. Comfort in a setting in which demonstrated results are required.
• Ability and desire to travel within Latin America, and occasionally to the US and other regions.
