Summary of Responsibilities Under the general direction and supervision of the Chief (Assessment, Planning and Reporting), responsibilities include: 1. Innovation in Programme Monitoring Provide leadership, guidance and direction for innovation in programme monitoring through collaboration with relevant sections and divisions (DPS, PD, EMOPS, EO, OoR and OED) and Regional Offices. 2. Technical Support Coordinate, collaborate and contribute to the testing, validation, and modification of guidelines, methodologies, quantitative and qualitative approaches and tools for the monitoring, analysis and reporting on programme results and indicators and supports alignment with corporate planning and reporting systems. 3. Capacity Development Develop, coordinate, monitor and report on an organization-wide strategic capacity development plan to improve programme monitoring for UNICEF staff and implementing partners. Develop training materials and resources; coordinate and undertake training to strengthen monitoring, analysis, and feedback systems for programmes of cooperation. Participate in workshops and consultations at headquarter, regional and country levels to exchange knowledge, ideas, and approaches. 4. Knowledge Exchange Identify and share good/best practices to inform improvements to guidance and tools. Manage and facilitate information exchange, through publications, internal and external electronic platforms, by establishing new or through existing networks of internal and external expertise and institutions on programme monitoring. Work with other UN agencies and international organizations and bilateral organizations in knowledge exchange on programme monitoring approaches and experiences. 5. Convergence of Guidance Materials Update the monitoring section of the Programme Policies and Procedures (PPP) manual, and propose adjustments to different sections of the manual on the basis of materials developed, and in relation to programme monitoring, as relevant, notably with the Situation Analysis, Implementation Strategies, Assurance Activities, Reviews and Reporting, Partnership frameworks etc. 6. Reporting Prepare and submit timely progress/status reports for management, Board, donors, programme and budget reviews, annual reports etc.
Qualifications 1. Advanced university degree in Social Sciences or a related technical field. 2. Minimum ten years of progressive, responsible professional work experience at the national and international levels in monitoring social programmes. Proven experience in field monitoring in a social sector area (health, nutrition, social protection, education, water, sanitation etc.) 3. Sound knowledge of theory, practice, and application of monitoring, research methodologies, including design and evaluation of research. 4. Strong analytical, report writing and communication skills 5. Fluency in English. Proficiency in a second UN language an advantage.
