Organizational Setting

The Department of Nuclear Safety and Security formulates and implements the IAEA's Major Programme 3, "Nuclear Safety and Security", which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.

The Incident and Emergency Centre (IEC) is part of the Department of Nuclear Safety and Security and reports to the Deputy Director General, Head of the Department. The IEC serves as the IAEA's focal point for preparedness and response to nuclear and radiological incidents and emergencies regardless of their cause and for strengthening Member States' preparedness for response.

Main purpose

The Emergency Response Training Officer works under the supervision of the Response System Coordinator and designs, develops and implements a training program for IAEA staff members participating in the IAEA's IES. Additionally, he/she responds to radiation incidents and emergencies and contributes to the enhancing of the IAEA's IES.

Role

The Emergency Response Training Officer is: (1) a trainer, developing and presenting lectures on specific areas covered by the training program and conducting drills and exercises within the IAEA’s IES; (2) an analyst and rapporteur on the training requirements based on the feedback from past responses, drills and exercises and from new developments in emergency preparedness and response; and (3) aplanner and implementer, developing a training program and setting up and implementing a training schedule in cooperation with liaison officers and IES staff from the relevant divisions within the Secretariat.

Partnerships

The Emergency Response Training Officer interacts intensely with administrative, technical and scientific counterparts within the Secretariat and with staff from UN Safety and Security Services. He/she establishes and maintains relationships with liaison officers in relevant divisions from all departments within the Secretariat. He/she cooperates with the divisional liaison officers in motivating and recruiting staff members to participate in the IAEA’s IES.

Functions / Key Results Expected

  • Develop and implement the overall training program, consisting of lectures, practical sessions, drills and exercises for response to nuclear or radiological incidents and emergencies for all IAEA’s IES staff.
  • Develop or ensure the development of all necessary training and exercise material (including online training modules) for various response roles and for different internal processes within IES in line with IAEA internal policies and the relevant international conventions.
  • Ensure qualitative preparation, conduct and evaluation of drills and exercises for the staff members participating in the IES.
  • Establish methods for evaluation of the training delivered and measurable outcomes by: compiling information and feedback on the incident and emergency training programme, its effectiveness and the experience gained; reviewing, in consultation with other response staff, training materials and proposing corresponding revision or development of new training modules.
  • Evaluate the training of individual staff members with the help of their training records and the use of task performance evaluations.
  • Establish, maintain and implement procedures for the selection and introduction of new staff members as participants in the IAEA's IES.
  • Provide support and relevant expertise to the IES and participate in associated training and exercises.
  • Obtain qualifications and serve as an on-call officer in the IES.

Knowledge, Skills and Abilities

  • Good expertise in emergency preparedness and response to nuclear or radiological incidents and emergencies.
  • Expertise and ability to apply in his/her work the method of systematic approach to training including analysis, design, development, implementation and evaluation of the training program.
  • Demonstrated excellent presentation and communication skills, the ability to develop written scenarios for drills and exercises in a concise and effective manner.
  • Strong planning and organizational skills.
  • Strong proven interpersonal skills, as well as the ability to work in a multicultural environment with sensitivity and respect for diversity.
  • Ability to establish and maintain effective working relations with IAEA staff at all levels and with external counterparts.
  • Strong analytical skills: ability to assess training needs and translate them into an effective training program as well as to evaluate trainees' performance.
  • Ability to gain agreement and commitment from others through negotiation.

Education, Experience and Language Skills

  • University degree in nuclear science, nuclear engineering or physics or equivalent.
  • Minimum of 5 years’ experience at the national level in emergency preparedness and response, including minimum of 3 years of experience in provision of training in emergency preparedness and response.
  • Experience in designing and presenting training materials using a systematic approach to training and adult-learning principles.
  • Proficiency in English required knowledge of other IAEA official languages (i.e. Arabic, Chinese, French, Russian or Spanish) desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 198 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $38 945*, dependency benefits, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
