Principal Team Leader (Governance)
The Program
The Economic and Public Sector Program (EPSP) and Provincial and Local-level Governments Program (PLGP) are two Australian Government funded governance programs, designed to strengthen the Government of PNG (GoPNG) capacity, to improve the delivery of basic services to the men and women of Papua New Guinea.
The Position
The Principal Team Leader (Governance) will ensure that the EPSP and PLGP programs implement Australia’s governance capacity-building and private sector enabling priorities in Papua New Guinea (PNG). This senior leadership position will have overall responsibility for:
- Working with the Australian High Commission, Counsellor – Governance, to provide strategic management of Australia’s public sector governance programs in PNG
- Conducting high level coordination of EPSP and PLGP’s decentralisation, public financial management, private sector enabling and public sector governance reforms
- Providing governance-sector specialist policy advice and analysis to the Australian High Commission in Port Moresby, as well as GoPNG partner agencies
The Person
The Principal Team Leader will be a person with a unique blend of technical expertise and exceptional persuasive ability, with outstanding negotiation, communication, stakeholder management and policy development skills who is able to quickly gain the confidence of senior officials of government. The ideal candidate will have a minimum of fifteen years’ experience working on decentralisation, public financial management and/or public sector governance reform. Experience in private sector enabling work in the government context is highly desirable; previous work in Papua New Guinea is sought after, but not a mandatory criteria.

Recruitment of this position is contingent on extension of the program. The position is classified as Discipline D Job Level 4 Adviser under the DFAT Adviser Remuneration Framework.
