Responsibilities:
The META team supports the Global Learning Group (GLG) projects and teams to plan and implement quality monitoring, evaluation and research activities. The team seeks to deepen GLG’s understanding of technical and institutional interventions that impact education by drawing lessons learned based on cross-project comparative analyses.  The objectives of the team are to:
  1. Enhance the quality of monitoring, evaluation, and research undertaken in GLG projects and consistent with GLG’s standards for Monitoring and Evaluation (M&E);
  2. Build the capacity of a cadre of field- and home office-based staff to design, conduct and report on evaluations, including an M&E Community of Practice;
  3. Provide technical support so that every project establishes a baseline and implements at least one impact evaluation;
  4. Provide quality assurance for the M&E components of all GLG projects, from start to finish;
  1. Expand GLG’s business to include evaluation and research projects funded through DFID, World Bank, IADB, and other international donors; and
  2. Provide capacity-building services in evaluation and research directly to Ministries of Education.

Key tasks

  • The Program Officer will support monitoring, evaluation, and research for GLG in the following ways.
  • Assist the META team to backstop monitoring, evaluation, and research activities for various GLG projects, including Afghanistan, Equatorial Guinea, Liberia, Qatar, Rwanda, and South Sudan.  Backstopping responsibilities may include:       
    • Support field team(s) to design the M&E system.
    • Support field team(s) to design the performance monitoring plans.
    • Support field team(s) to design, conduct, write up, and disseminate evaluation and research studies.
    • Travel to country to build the capacity of the M&E field team to implement monitoring, evaluation, and research activities.
  • Provide on-going technical quality assurance related to M&E activities.
  • Provide short-term technical assistance as needed to GLG field teams.
  • Contribute to the development of proposals for new projects.
  • Serve as part of Program and Technical Quality Assurance teams.
  • Support the development of e-learning/capacity building modules for use by field teams.
  • Support the development and maintenance of an M&E data platform for GLG projects.
Qualifications:
  • MA required, Ph.D. or Ed.D preferred. in one of the following or related fields: Education Planning, Education Policy, Education Research, Education Theory, or International Education required, or equivalent combination of education and work experience;
  • 3-5 year(s) of relevant experience;
  • Experience in international education, particularly in developing countries and conflict-/crisis-affected contexts, with a strong background and focus on educational effectiveness or education policy is strongly recommended;
  • A background in research, monitoring and evaluation required.
  • Willingness to travel to conflict-/crisis-affected countries required (e.g. South Sudan, Afghanistan)
Skills:
  • Strong organizational, communication, and interpersonal skills to work effectively with Project staff and clients.
  • Strong (quantitative and qualitative) research and writing skills.
  • Familiarity with technology and technology use preferred.
  • Professional demeanor.
  • Ability to work as an integral part of a professional team, to set priorities, and manage high volume of activity.
  • Facility with Microsoft Word, Excel, Access and statistical analysis packages.
