Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The primary focus of each Division of Operations is to perform and document safeguards verification activities and to conduct analysis and evaluations aimed at providing assurances that States comply with their nuclear safeguards commitments. The Divisions implement a broad range of measures, including information analysis and in-field verification, to draw soundly based safeguards conclusions for States.

Main Purpose

The Safeguards Coordination Assistant provides, clarifies or relays information while working closely with all staff of the Division. Information exchanged includes nuclear material accountancy data, seals application, verification data, details of inspections statements to States and inspection evaluation requests and results. She/he exchanges and clarifies complex information with officials outside of the Division, particularly with the Division of Safeguards Information Management.

The Safeguards Coordination Assistant reviews the accuracy and completeness of verification documentation packages, assuring that their contents comply with established requirements. As part of the Divisional Evaluation Team, the Safeguards Coordination Assistant monitors and analyses relevant data and compiles statistics relating to quality and timelines of verification reporting.

Working Relationships

The Safeguards Coordination Assistant works directly with Section Head, Senior Inspectors, Country Officers, Site Officers, Coordinating Inspectors, and others throughout the Department.

In particular, the Safeguards Coordination Assistant is a key member of the Divisional Evaluation Team working closely with the Divisional Evaluator and others to ensure the accuracy of verification documentation packages.

Functions / Key Results Expected

Under the supervision of the Section Head and Senior Inspector, the incumbent will perform the following duties:
  • Check the quality of information compiled for inspection reports and Design Information Verification records. Ensure that the data provided is correct, complete and where necessary liaise with coordinating inspectors and others in the Division or within SGIM;
  • Check the quality of information compiled for complementary access, including 10(a), 10(b), and 10(c) Statements. Check the quality of documents relating to SGOA procedures, Facility Attachments, Safeguards Approaches, State Evaluation Reports;
  • Compile statistics on the timeliness of issuing 90a, 90b, 10a, 10b and 10c statements;
  • Maintain and disseminate the Divisional Anomalies list;
  • Maintain the Divisional Files and distribute information and documents as required. Control access to the Filing Room and Additional Protocol System;
  • Control the access of Computerized Inspection Reports (CIR);
  • Compile the information required for the evaluation of SGOA facilities and assist the divisional evaluator in facility evaluations. Report the facility evaluation results to the operation Sections and monitor the completion of the evaluation process. Provide statistics to the divisional managers with regard to progression of the evaluation of facilities in the Division; and
  • Perform the quality assurance on Inspection Documentation Packages (IDPs) and Complementary Access Documentation Packages (CADPs) produced in the division prior to the Director's signature. Provide statistics on the progression of the IDPs and CADPs to the Divisional Managers.

Knowledge, Skills and Abilities

  • Knowledge of safeguards concepts, procedures, and relevant information systems highly desirable.
  • Good organizing skills: Ability to prioritize work assignments, organize own schedule, perform routine work independently, meet deadlines, and adapt to constantly changing demands and multitasking.
  • Strong drafting skills.
  • Good communication and interpersonal skills combined with an ability to work in and adapt to a multicultural environment with sensitivity to and respect for diversity.
  • Computer skills:
    • Proficiency in MS Office 2010, which is the IAEA's standard (Word, Excel, Outlook, PowerPoint).
    • Good knowledge of database management, data retrieval applications and document management desirable.

Education, Experience and Language Skills

  • Completed secondary education.
  • At least six years of relevant working experience, preferably in the field of nuclear safeguards concepts and practices.
  • English language test (level 2) and typing test (level 2) to IAEA standard.
  • Language skills: Excellent command of written and spoken English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian, Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €48 539 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks' annual vacation, pension plan and health insurance.
