Field Assistant Internship: Cleaner Energy Saving Mediterranean Cities (CES-MED)

We carry out economic, institutional and capacity development projects within a country’s public administration in a range of sectors, including Environment, Energy Infrastructure, Agriculture, Economy & Regulation, Education, Health, Justice and Public Financial Management.
We are recruiting a Field Assistant to work as an intern on the project: Cleaner Energy Saving Mediterranean Cities (CES-MED) in Beirut, Lebanon, for 3-6 months. Applications will be reviewed on a rolling basis.
Project Background
The project aims to enhance the role and activities of the ENPI South local authorities in promoting sustainable policies, including by suggesting their engagement in the Covenant of Mayors (CoM), a political initiative that was initiated by the European Commission and launched in 2008, and allowing the ENPI South local authorities to make use of the experience of their peers from the EU.
A sustainable development project, CES-MED focuses on Cities and Local Authorities as the main actors for political participation, local development and fulfilment of basic needs such as waste and water management, urban mobility, local transport, energy, etc.
Presently, Mediterranean cities face a range of challenges relating to sustainable development and climate change. Most Local Authorities lack experience in the field of sustainable policies. They are not fully aware of ways to improve sustainability in their communities, and even less of measures to mitigate climate change at their level. They often operate in the absence of suitable regulatory frameworks and do not necessarily have the opportunity to participate in their preparation, which takes place at national or regional level.
The project aims at addressing these challenges by developing the capacities of local authorities in the region to formulate and implement more sustainable local policies. Through the CES-MED project, Mediterranean cities are encouraged and supported in making optimal use of the know-how accumulated by the CoM network of mayors and municipalities who have been committed to respond more actively to sustainable policy challenges since 2008.
Job Description
The Field Assistant will provide assistance to the CES-MED Secretariat in the following areas:
Research relevant policies and best practice documents and collect relevant data for ENPI South region
Screen and update relevant information on bi-lateral and multi-lateral donor activities and other related initiatives
Draft of background documents and provide support in drafting technical reports
Support in the maintenance of the web-site and collect more information
Network with Universities, consulting companies and other relevant organisations in regards to recruitment of experts in the energy and transport sectors
Other tasks will include:
Preparing letters or translations as needed
Editing and formatting documents
Identifying past or on-going technical assistance projects (funded by EC, USAID, WB, SIDA, CIDA, DFID, etc.) in related fields and finding information on experts working on these projects
Updating the database with new CVs
Other tasks as indicated
Expertise:
Excellent research and drafting skills are required, with excellent knowledge of English and French. We welcome applications from nationals of Lebanon.
Education:
The Field Assistant should have a university degree in energy studies, natural resource management or similar related studies. Knowledge on development assistance and of issues related to local development (decentralisation and regional policy of EU) will be considered an asset.
The successful candidate will receive a stipend of €300 per month. For international postings, a stipend for flights and accommodation will be provided. The successful candidate will receive 2 weeks training in Vienna in preparation for the role.
