General Coordinator Pyapon
MdM the Netherlands (Dokters van de Wereld) is the dutch branch of the international medical humanitarian organization Médecins du Monde (MdM). Médecins du Monde provides (access to) medical aid to vulnerable populations worldwide.
Médecins du Monde is working in Myanmar since 1992. In the aftermath of cyclone Nargis (May 2008), MDM implemented an emergency medical project, which entered in January 2009 in a post – emergency phase, with the launch of a project aiming at strengthening community health systems. As of January 2011, the project’s focus has shifted explicitly to Mother and Child Health (MCH). The project aims to strengthen involvement of communities (supporting village health committees, capacity building community health workers, auxiliary midwives) and improving services at health facilities.
Currently the handover from MdM France to MdM the Netherlands is in preparation.
By 1st of May 2012 MdM Netherlands will be responsible for the project in Pyapon. For this first year MdM NL will fall under the MoU of MdM France at national level. For the period 2013 -2015 new funding should be applied.
In support of the project in Pyapon, Myanmar we are recruiting:
General coordinator Pyapon
Per 1st May 2012
As general coordinator you are responsible for management of the project targeting 3 regions in Pyapon division, with expansion to the North at the end of this year (covering 138 villages). In the hand over process between the 2 delegations you are in charge of finalizing the system and procedures in the field in compliance with partnership agreement and country legislative.
In the position of general coordinator you play the leading role in designing the multiyear strategy (2013-2015) for MdM NL on MCH in the Delta area in collaboration with local authorities.
You report directly to HQ in Amsterdam and will work in collaboration with MdM France program team in Myanmar (Yangon).
Description of responsibilities
* Program management: coordination of program planning, implementation and M&E, following project plan and budget in compliance with donor contract and MdM procedures and guidelines.
* Direct line manager of coordination team (program manager, liaison officer. M&E and admin, log)
* Ensure program (team) is provided with technical support to enforce quality management of activities (support capacity building strategy, engagement technical support partner organizations)
* Strategy development for multi year program Myanmar with key focus on Mother and Child health in Delta area, subsequently proposal writing and donor application.
* Ensure MdM NL obtains the required legal registration to work in Myanmar;
* Ensure contractual agreements within partnership agreement MdM France and MdM NL are being followed and a structure for in-country collaboration between organization is settled.
* Liaise with authorities, donors and key partners (participation in coordination meeting, networking)
* Security management
* Comply to reporting and accounting agreement and procedures
Give lead to 45 national staff . You will be direct line manager of program manager, M&E assistant, admin supervisor and logistic supervisor. For this position an accompanied expat position is possible, however Pyapon is not a family station. For 2012 MdM NL has obtained coverage 100% of project budget including a position of a medical/ health advisor for 6 months.
Profile
* Education: Medical / public health background is a strong preference
* Minimum of 3 years experience in program management in an international context with focus on public health, community health and MCH.
* Profile; strategic, independent, analytical, solution oriented, team manager, good writing skills,
* Experience in community development, community finance, or microfinance would be an advantage.
* Ability to live (partly) alone in a remote environment (3.5 hours by road from Yangon, 6 months heavy rains, small town without other international organization present and no or very little leisure activities, long boat trips for supervision of activities)., but with regular visits to Yangon/MdM France team.
We Offer

A one year field volunteer contract by MdM the Netherlands/Dokters van de Wereld..
