| International Finance Corporation (IFC), the private sector arm of the World Bank Group, is the largest multilateral provider of financing for private enterprise in developing countries. IFC finances private sector investments, mobilizes capital in international financial markets, facilitates trade, helps clients improve social and environmental sustainability, and provides technical assistance and advisory services to businesses and governments. Corporate Business Technologies (CBT) is seeking an IT program manager to serve the Middle East, North Arica, Turkey and Europe Part 1countries, as business partner for information technology, closely working in conjunction with CBT and regional management teams. S/he will be responsible for: (i) managing the regional IT programs (ii) building/strengthening regional IT support teams and services (iii) leading client relations and serving as primary liaison for all regional IT issues (iv) increasing IT effectiveness within business operations The IT program manager will be based in Istanbul and will have the overall responsibility for leading and managing the delivery of the IT program for the regions, including telecommunications, hardware, software, telephony and support. S/he will also be responsible for providing strategic insight, facilitation and coordination on various IT initiatives while fostering integration across business constituencies and aligning CBT IT strategy with regional and corporate business objectives. | |
| Duties and Accountabilities: | |
| The selected candidate will implement strategic initiatives for his/her respective regions which are aligned with IFC’s mission and long-term goals. S/he will manage and strengthen client relations across business constituencies to develop synergies, foster integration, and encourage alignment between CBT and its regional partner objectives. His/her responsibilities will include: • Develop all IT requirements, budgets, planning, maintenance, and support for country offices within the regions. • Lead IT efforts for proper implementation of systems and improving productivity through simplification and/or automation of business processes. • In support of the Istanbul Operation Center, strengthen and build capacity of the IT infrastructure and technology specialist team. • Effectively organize and orchestrate deployment of IT initiatives (infrastructure, systems and support). • Serve as knowledge expert and share best practices on client business areas and challenges, by identifying and communicating options for added value IT solutions, assess technical and business suitability, and translate client requirements into project briefs. • Work with the Regional Technical Specialists to evaluate and implement Country Office projects. • Serve as CBT point of contact for all regional IT related matters and act as ultimate escalation point for technology issues. • Ensure proper reporting to management, peers and subordinates on status, progress, impact and effectiveness of IT projects and program activities for the region of responsibility. • Manage regional IT support teams, ensuring strong regional support structure is in place and capable of delivering, supporting and maintaining incoming projects and initiatives. • Provide leadership, mentoring and development contributing to the professional growth of IT staff in their respective roles and responsibilities. • Develop targeted training initiatives in line with regional staff or IT project needs, drawing on CBT, departmental or external resources. • Liaise and coordinate technology matters with IBRD/ISG in co-located country offices, including office expansions or contractions, as well as IFC specific technologies and support. • Champion departmental IT needs within CBT, including requirement gathering, project initiations and funding. • Liaise with relevant CBT teams to identify and develop solutions. • Travel as needed to country offices to gather client feedback, promote IT advocacy, knowledge sharing, and facilitate training, deployments and improvements. | |
| Selection Criteria: | |
| • Advanced degree in IT and/or Business Administration (or equivalent combination of education and experience), and at least 10 years of relevant experience • Solid leadership and team management skills • Excellent business judgement and ability to produce positive results and meet tight time frames in a consistent manner • Proven ability to foster strong client relations • Excellent verbal and written communications skills and ability to interact effectively at all levels of the corporation • Demonstrated ability to manage multiple, complex activities effectively, and to work independently with minimal supervision • Proven ability to work effectively in a team environment • Solid knowledge of various technology solutions (networks, communication, applications) • Pro-active problem solving skills • Ability to research and advocate innovative technology solutions • Knowledge of various resource management processes including budget and planning; procurement; and staffing scenarios • Flexibility to travel extensively • Knowledge of IFC business operations | |
