Programme background: The British Council is the Managing Agent for the £20m+ DFID-funded Nigeria Stability & Reconciliation Programme NSRP). This new, high profile programme aims to support Nigerian stakeholders (state and non-state) to prevent and manage conflict non-violently, reducing the negative impacts of conflict and violence on the most vulnerable. The Programme will engage across conflict affected States in the North , ‘Middle Belt’ and the Niger Delta, to:

• Strengthen conflict prevention and management architecture
• Address underlying drivers of conflict
• Increase effective participation by women and girls in peacebuilding
• Strengthen conflict-sensitive approaches to policy & programming in Nigeria

Job summary: The British Council is seeking an experienced Programme Manager to provide technical and management oversight of the NSRP, ensuring successful delivery of the programme’s outputs. The main duties will include:
1. Provide overall strategic direction for the Programme in close consultation with the Project Director, Senior Management British Council Nigeria and DFID
2. Develop, maintain and regularly update safety and security policy and operational plan for NSRP;
3. Lead on development and implementation of detailed risk management strategy
4. Oversight of implementation & monitoring of all programme activities, working in close collaboration with the Programme’s Technical Advisors, Federal, State and Local government, civil society and other stakeholders
5. Lead the preparation of workplans, technical reports and monitoring & evaluation reports in line with the Programme’s logical framework
6. Identification of strategic partners and organisations for delivery of NSRP activity
7. Oversee and contribute substantially to the NSRP M&E and learning strategy & framework
8. Oversight of project finance, including annual budgets, forecasting, financial reporting and grants management; responsible for value-for-money (VFM) strategy
9. Oversee recruitment and performance management of national programme staff and consultants
10. Relationship management with DFID, representatives of other donors & complementary programmes in Nigeria
11. Lead on communications, publicity and ‘visibility’ of NSRP with Nigerian media
12. Regularly report to Senior Management, British Council Nigeria on issues of risk, performance and financial management

Core skills & knowledge required:

• Demonstrable comprehensive understanding of one or more appropriate sectors – peace & conflict, security & justice, governance , with practical familiarity of political economy analysis and conflict assessment approaches
• Proven record of working as a Programme Manager / Team Leader in donor-funded security, justice or governance programmes in a conflict or fragile state context, including experience of the management of donor M&E and reporting frameworks
• Demonstrate previous experience of managing risk and security policy in a conflict affected environment.
• Ability to identify, build and manage relationships with state and non-state actors at the highest level; strategic thinker and operator who demonstrates diplomacy and a politically astute approach
• Excellent communication skills, including a very good knowledge (verbal and written) of English, with advanced presentation, persuasion and negotiation skills

Required experience

• Minimum 10 years’ experience in peace & conflict prevention, security & justice or governance sectors of which at least 5 years in a senior management & leadership capacity
• Minimum 5 years’ management experience specifically in the design and implementation of complex multi-component programmes in peace & conflict prevention, security & justice or governance sectors
• Minimum of 3 years’ experience of living and working in a conflict affected or fragile state environment
• Relevant work experience in West Africa, ideally Nigeria, will be advantageous
• Post-graduate degree in conflict / peace studies, international relations or a related discipline is desirable
