Public Health Specialist (Deputy)

The U.S. Embassy in Pretoria is seeking an individual for the position of Public Health Specialist (Deputy) in the Centers for Disease Control and Prevention (CDC).

Items 1- 7 are ALL REQUIRED


1. Master of Science in Public Health, Master of Public Health or Health Policy, or equivalent Masters level degree is required.
2. Four to five years progressively responsible public health experience in public health service-delivery projects within an HIV/AIDS intervention framework is required; an additional two years managerial responsibility with multiple staffing is required.
3. English level IV (fluent) reading/writing/speaking is required.
4. A detailed understanding of the organization in order to provide direction to staff and partners that achieve PEPFAR strategic objectives is required. 5. A detailed and broad knowledge of political/legal and public health sectors in order to develop programs with achievable results, recommend approval of grant applications is required. This knowledge includes detailed knowledge of public health resources available in country, legal restraints that affect HIV/AIDS programs, level of education of public health professionals and standards of care.
6. Ability to speak and write authoritatively to a wide audience on a vast range of public health management issues, protocols, procedures and means to accomplish strategic objectives is required.
7. Must be proficient in the use of Microsoft Suite 2007.

Qualification Required for the Full Performance Level. In addition to the qualifications required for the Trainee level, applicants must have:

- In-depth knowledge of U.S. government operations, rules, regulations, procedures, policies, and programs.
- In-depth specialist knowledge of USG HIV/AIDS public health programs, strategies, methods, processes and techniques used to plan, develop, implement and evaluate results of programs.
- In-depth understanding of the structure and functions of PEPFAR, including knowledge of the agency’s role and function in support of the President’s Emergency Plan for AIDS Relief (PEPFAR); PEPFAR and participating agency and USG policies, guidelines and procedures for administration of grants, contracts and cooperative agreements; and intra-agency procedures for coordination with agency headquarters and embassy management.
- Full five years public health experience in public health service-delivery projects within an HIV/AIDS intervention framework is required.

Job Specification

Basic Function of Position:

The incumbent serves as deputy and senior public health technical advisor to the Branch Chief for Epidemiology/Strategic Information (EP/SI). Job holder shares oversight responsibilities for technical program activities and has direct responsibility for day-to-day coordination of branch administrative management activities that implement or support the President’s Emergency Plan for AIDS Relief (PEPFAR). Duties and responsibilities include day-to-day supervision of branch staff, planning and program development, and grants, contracts and cooperative agreement oversight. Incumbent works closely with the supervisor to ensure that all office/branch activities contribute to measurable results that are in accordance with agency regulations, PEPFAR strategic objectives, international ethical guidelines and standards for public health care.

Trainee Level

Basic Salary: R385,720 – R540,006 per annum
Cash Benefits: R105,489 – R118,347 per annum
Non-cash benefits include medical, pension and others where applicable

Full Performance Level
Basic Salary: R534,747 – R748,642 per annum
Cash Benefits: R117,908 – R135,733 per annum

Non-cash benefits include medical, pension and others where applicable
