Senior Development Officer - PRMOAS

The Senior Development Officer/Alternate Representative to the OAS will need to be a bright, articulate, hard-working individual with a high energy level and outstanding interpersonal skills. The successful candidate will be highly collaborative and a detail-oriented professional willing to take on an active role in the day-to-day functions of the Permanent Mission.

SUMMARY OF DUTIES:

Under the general direction of the Head of Cooperation, the Senior Development Officer/ Alternate Representative to the OAS plays a key role in implementing CIDA’s regional programming framework for the hemisphere. This includes the identification and monitoring of programming opportunities, the development of strong institutional relationships with key partners, and ensuring Canada’s development priorities are reflected within inter-American fora and instruments.

Duties include:

· Participating in meetings at hemispheric organizations, including the OAS and the Pan American-Health Organization, advancing Canadian positions on development issues and to report on developments.

  • Communicating with multiple Government of Canada stakeholders to develop and consolidate appropriate Canadian positions on development issues.
  • Maintaining positive institutional relationships with CIDA’s Washington-based executing agencies.
  • Monitoring the management of CIDA’s inter-American programming portfolio through regular communication and visits with executing agencies.
  • Identifying programming and policy-dialogue opportunities for the implementation of CIDA’s regional programming framework.
  • Organizing itineraries for visits of CIDA HQ-based staff to Washington, DC and accompanying visiting CIDA staff on Washington missions.
  • Responding to corporate requests for information.
  • Providing technical advice to programming partners on project management, including results-based management and financial planning.
  • Identifying opportunities for increased coordination with other country donors to the inter-American system.

LANGUAGE REQUIREMENT: English and Spanish (The ability to work in French and/or Portuguese would be an asset.)

CONDITION OF EMPLOYMENT (must be met):

  1. Eligibility for a Government of Canada Reliability Status which includes a criminal and credit background check; and
  2. Independent work authorization in the U.S.

ESSENTIAL REQUIREMENTS: Candidates must demonstrate clearly how they meet the Education and Experience requirements listed below:

EDUCATION: Bachelor’s Degree in Political Science, International Relations, or other discipline related to the job requirements, or an acceptable combination of education and experience.

EXPERIENCE:

  1. Minimum of three (3) years of relevant work experience managing projects or programs, preferably in relation to international development;
  2. Experience in government advocacy in international multilateral negotiations; and
  3. Experience conducting in-depth research from a wide range of sources to analyze trends and propose short and long term strategic recommendations to senior management.

RATED REQUIREMENTS:

Candidates who meet the Education and Experience requirements will be assessed on the following qualifications. The assessment may be a written test, an interview, an in-basket exercise, a skills test, or any combination of these methods.

KNOWLEDGE:

  1. Broad understanding of Canadian priorities in international development;
  2. Knowledge of the recognized aid effectiveness principles; and
  3. Knowledge of development challenges facing the hemisphere.

ABILITIES:

  1. Negotiate with multiple stakeholders;
  2. Use strong analytical and project management skills to determine priorities and at the same time, remain flexible to adapt them, sometimes on very short notice;
  3. Communicate, orally and in writing, in a clear and well-organized fashion; and
