Team Leader – Bihar Technical Assistance and Support Team (BTAST)

Location: Patna (Bihar), India

CARE India is currently recruiting a Team Leader to provide leadership to the Bihar Technical Assistance and Support Team (BTAST). The “Sector Wide Approach to Strengthen Health” project in Bihar (SWASTH) is funded by the Department for International Development (DFID) of the UK Government (£16 million). The purpose of SWASTH is “increased use of quality, essential health, nutrition, water and sanitation services especially by the poorest and excluded groups” in Bihar. The project is currently almost at mid-term stage of the Implementation phase (June 15, 2010 to June 14, 2014). This is a consortium project led by CARE with Infrastructure Professionals Enterprise (IPE) and Options UK (Options).

As the Team Leader you will be accountable for all aspects of planning, implementation, monitoring, budgeting, reporting and coordinating technical assistance provisions of the project. As well as leading the team and providing direction for addressing programmatic gaps through effective monitoring, you will also be required to engage in advocacy efforts with the implementing departments particularly on policy level interventions on health, nutrition and water and sanitation sectors. Maintaining regular liaison with both the government and the donor will be amongst the core responsibilities of the position. You will also be responsible for coordinating with the other members of the consortium to ensure that objectives are met.

To be successful in this role, you will have extensive experience of managing complex projects in the development sector, with sound expertise in providing international technical assistance to governments in the health sector. With a solid track record of managing large consortium projects, you will have a good understanding of DFIDs strategies and policies towards health, nutrition, water and sanitation in India.

With a proven ability to influence at senior level, you will also be a strong team leader and manager, with outstanding communication, negotiation and planning skills.
