Associate Director of Operations , Swaziland


The Associate Director of Operations will be responsible for supporting the Foundation’s overall goal of eliminating Pediatric HIV and AIDS, this position oversees the management of all operational systems and functions necessary for the Foundation’s programmatic activities – namely compliance, accounting, human resources, sub-award management, finance, information technology, procurement and logistics, administration, audit, field operations.
Essential Duties and Responsibilities
Management and supervision of sub-grants, finance, human resources, administration, logistics and procurement activities in support of the country programs. Help establish and build collaborative working relationships with the HQ office, other EGPAF country offices, and in-country partners’ related departments. Generate and disseminate regular monthly and semi-annual reports on the status of operational activities and plans and ensure smooth and responsive exchange of operational information between the country office and other stakeholders. Ensure that all uses of the Foundation’s funds are properly prepared, reviewed, approved, and documented, in line with all appropriate policies, procedures, authority levels, and local laws Oversee the month-end close and payroll processes, provide and analyze accounting data and reports, ensure all funds are properly safeguarded Oversee compliance on HR policies and procedures such as recruitment, performance management, training and development, disciplinary and any other HR related activities. Coordinate grantee proposal review process and ensure compliance with solicitations and donor regulations. Coordinate pre-award evaluations and assessments of potential grantees as needed. Analyze, verify and review grantees proposal budgets to ensure donor compliance and reasonableness. Coordinate the assessment of grantee risk and implement appropriate systems and agreements to minimize risk Ensure the timely and appropriate close-out of sub-grants and coordinate the close-out of EGPAF prime grants. Lead budget development process and develop systems to ensure activities are implemented in line with approved budgets. Analyze and review financial reports and data, analyze burn rates, and develop plans to increase or decrease spending as needed. Lead in preparing for and facilitating the auditing activities of the Foundation’s internal auditor, as well as any operational reviews Manage and provide oversight on sub-granting strategy of all country office new business proposals, contracts and grants Provide oversight of the IT operations Required Qualifications and Key Competencies
Bachelor’s Degree is required; Master’s degree in Business Management, Operations or any other relevant field is highly preferred. Minimum 6-7 years relevant experience in operations management required with at least 3 years in senior management/ leadership role Proven ability to manage a team of operations specialists/ managers e.g. HR, Finance, IT, Awards & Compliance, Procurement and Logistics etc. Demonstrated financial management experience including preparing, managing and monitoring budgets, banking contracts and negotiations. Demonstrated ability to exercise financial and administrative oversight of sub-grant programs. Good understanding of and experience in the international development sector. Knowledge of USG funding environment and experience working with other donors is a pre-requisite. Ability to establish and maintain effective working relationships with Department of Health and other stakeholders. Excellent communications and organizational skills, with demonstrated success working in a team environment. Willingness to travel nationally and occasionally international
