Banking Expert – Technical Assistance for the ACP Sustainable Energy Facility (EIB)
Objectives of the role:
The objective of the Africa Sustainable Energy Facility is to increase the role of the private sector in financing climate change activities.  It aims to promote climate finance through local financial intermediaries in order to increase the financing for smaller renewable energy (RE) and/or energy efficiency (EE) projects.  The project will be developed on a pilot basis, initially targeting Kenya, Tanzania and Uganda and potentially Rwanda.

Duties and Responsibilities:
  • Provide technical assistance to stakeholders in order to promote the funding of renewable energy or energy efficiency projects, either by commercial or any other funds
  • Liaise with participating banks and financial institutions to promote commercial funding of RE and/or EE projects
  • Support the Team Leader in working with the stakeholders to identify, develop and deliver required training programmes, in understanding the risks and returns of investing in RE and/or EE projects
  • Monitor the uptake, disbursal and performance of the Facility
Key Skills & Qualifications:
  • At least 10 years’ experience of working on renewable and energy efficiency finance projects
  • Ability to carry out a training needs assessment and support to design of training programmes for local stakeholders
  • Knowledge of renewable and energy efficiency financial market
  • Prior experience of bringing small projects to a level of maturity sufficient to  attract commercial bank financing
  • Experience of providing technical and financial due diligence for the internal vetting at EIB and IFC
  • Strong analytical skills
  • Experience of working with donor organisations, including EBRD, WB, UN, IFC wold be an advantage
Education:
Degree or equivalent in Finance/Economics
