Position overview
Within CARE Canada, the International Programs (IP) unit has the responsibility for managing all the organization’s programming throughout the CARE International network. The IP unit has a primary focus on developing and managing Canadian-funded projects and programs, with a particular emphasis on quality assurance and organizational capacity building. The team also provides program support to UN and other-donor funded programs within offices managed by CARE Canada.
CARE Canada’s programming includes a range of initiatives under the heading of enterprise and economic development. These include community-based financial services and income generating activities, accessing markets and value chains and strengthening micro-finance institutions. The organization is seeking an individual with knowledge and skills in these areas to support and carry these initiatives forward so as to maximize their individual and collective impacts.
Broadly-speaking, the position involves refining and pursuing a program strategy for economic and enterprise development, identifying and supporting research and learning opportunities, developing new programs in the sector, and providing technical support to on-going initiatives. The position will work with the Policy, Innovation and Partnerships (PIP) team advising on the partnerships and relations with the private sector to ensure the quality and impact of CARE Canada programs.
The International Programs team therefore, is looking for a dynamic and resourceful individual with advanced written English and strong oral communication skills in English and French. The individual will be supporting program managers within the Development Programs team, as well as leading new business development initiatives. She/he will report to the Senior Manager of PIP and coordinating with the other IP Directors. The Economic Development and Corporate Sector Advisor is expected to contribute to the International Program’s team's overall success and effectiveness.
Responsibilities and Tasks
a. Program strategy development and implementation
• Develop and maintain up-to-date a program strategy for the Enterprise and Economic Development and Corporate sector engagement, including (among others):
o Developing a program results framework, monitoring program impact and capturing program-level results (qualitative and quantitative)
o Developing and carrying out a research and learning agenda
o A resource mobilization plan
• Liaise with other CI members engaged in the sector, identify areas of collaboration and pursue as appropriate
• Act as a point person and central repository of information for CARE Canada projects in EEDCE
• Extend and build networks of partners, alliances and supporters of CARE’s work
• Participate in Canadian advocacy and policy groups/network as appropriate and promote CARE Canada’s value-added
Approximate level of effort : 50%
b. Technical assistance and support to Country Offices, projects and Program Managers
• Oversee and ensure technical quality of projects delivered within the Enterprise and Economic Development sector as required and in conjunction with Program Managers. Support may include project visits as well as document review, strategy development, advice and recommendations (project strategies, reports, work plans, etc.)
• Respond as appropriate to requests for TA from CARE Canada Country Offices
• Support Ottawa-based Program Managers with technical input – review progress reports, monitoring information, advise re project strategies and work plans,
• Support CARE’s engagement in corporate partnerships (CSR)
• Conduct/participate in sector specific technical reviews when required
• Participate in mid-term reviews and project evaluations as required
Approximate level of effort: 30%
c. Program development and implementation
• Establish and/or strengthen relations with existing and potential donors to mobilize the necessary resources to carry out the sector strategy
• In conjunction with Program Managers and Country Offices, identify key areas of capacity and potential for program expansion; develop concept papers and funding proposals for a variety of donors
• Review and approve program development concepts and proposals in area of expertise to ensure technical excellence
• Participate and provide technical advice in contract negotiation that affects design and implementation.
• Manage the implementation of assigned CARE Canada projects as required. This may be as Director on a project secured through a competitive bid and would include technical assistance and monitoring trips to the field.
Approximate level of effort: 20%
Required qualifications and experience:
• Master’s degree in relevant area and/or equivalent work experience
• Minimum of 3 years experience in similar role: program design, developing and carrying out program strategies and results frameworks, guiding program implementation, developing research and learning plans, program evaluation, etc.
• Minimum 5 years experience in identification of new business development opportunities, proposal development, and a proven track record in writing successful project proposals, including competitive bids of a multi-year, multi-million dollar nature (CAD 5-10 million).
• Proven technical expertise in small enterprise development, business development, value chain development and capacity building
• Strong analytical skills
• Experience working with the corporate sector and corporate governance a definite asset
• Willingness to travel and work in challenging environments
• Knowledge of CIDA and of the INGO sector a definite asset
• Experience working in developing countries an asset
