Requirements: • B degree in Urban/Town and Regional Planning or relevant qualification • 6 years’ post-qualification professional experience • Valid driver’s licence and willingness to travel extensively • Compulsory registration with SACPLAN • Additional qualification and proven experience in project management and financial management will be an added advantage • Competent in the following: Programme and project management, T & R principles and methodologies, research and development, computer-aided applications, T & R knowledge of legal compliance, creating high performance culture, technical consulting, and professional judgement • Good decision-making, team leadership and analytical skills • Creativity • Self-management • Financial management • Customer focus and responsiveness • Communication skills • Computer literacy • Ability to delegate and develop others • Planning and execution skills • Ability to manage conflict • Problem solving and analysis skills • Insight • People management skills • Change management • In-depth understanding and knowledge of the human settlements sector • Working knowledge of all human settlement programmes and policies • Detailed understanding of the housing market • Relevant experience in town and regional planning as it relates to the implementation of human settlements programmes and projects • Sound understanding of infrastructural matters • Experience in budgeting and budget management • Proven experience in people management.

Duties: Future Forecasting: • Estimates the future needs for housing, business and industrial sites, community facilities and open spaces in order to meet the needs of expansion and renewal • Lead and direct the projections for future needs in traffic and transportation to inform appropriate town and regional planning • Lead and manage the application of town and regional planning principles in land development • Provide technical assistance to professional teams on all aspects regarding town and regional planning projects • Ensure adherence to legal issues and requirements involving community development and changes in housing and building codes • Monitor the implementation of development in compliance with applicable legislation and town and regional planning standards and guidelines • Formulate and interpret planning legislation, guidelines, policies and regulations • Manage site clearance standards as agreed by Project Managers • Plan and design sustainable human settlements • Compile spatial development frameworks (SDF) (as part of the IDP processes). Financial Management: • Manage the operational capital project portfolio for the operation to ensure effective resourcing according to organisational needs and objectives • Manage the commercial value add of the discipline-related programmes and projects • Facilitate the compilation of innovation proposals to ensure validity and adherence to organisational principle • Allocate, monitor, control expenditure according to budget to ensure efficient cash flow management. Governance: • Allocate, monitor and control resources • Compile risk logs and manage significant risks according to sound risk management practice and organisational requirements • Provide technical consulting services for the operation of architectural-related matters to minimise possible architectural risks • Manage and implement knowledge sharing initiatives eg short-term assignments and secondments within and across operations. People Management: • Manage subordinates’ key performance areas by setting and monitoring performance standards and taking actions to correct deviations to achieve departmental objectives • Provide technical assistance to provinces and local authorities to ensure the structured implementation of projects approved in terms of the Housing Subsidy Scheme and Supplementary Housing Programmes • Review housing delivery process and formulate recovery strategies to address problem areas • Analyse and interpret problems experienced in blocked projects • Develop tools and techniques to prevent and address project blockages • Coordinate project activities and liaise with internal and external stakeholders • Facilitate implementation support for blocked projects • Manage timelines and resources • Compile, write, submit and present applicable reports.
