Communications and Learning Advisor,Washington DC


Pact seeks a Communications and Learning Advisor for a four-year, multi-million dollar DfID UKaid, USAID, SIDA, and Omidyar Network funded project: Making All Voices Count: Grand Challenge (MAVC). MAVC is a new project that will provide financial and technical support for innovative projects that use technology as well as non-technology approaches to promote open, responsive government and citizen engagement in Africa and Asia. The Communications and Learning Advisor candidate is an ambitious, networked, and entrepreneurial communications professional who will work with key actors in the ICT4D sphere across civil society, government, academic institutions and the private sector to market MAVC to increase awareness and engagement, convene recognized experts to share experience and knowledge, hold events for local partners, and liaise with similar projects, such as the Open Government Partnership
Responsibilities:
• Provide leadership in catalyzing global action for technology approaches to open governance;
• Develop a solid strategy for building partnerships with other key stakeholders working on the same issues; and for building awareness and momentum around MAVC;
• Act as liaison with the Open Government Partnership to share evidence, best practices and engage in dialogue with key stakeholders;
• Facilitate strong collaboration with DFID government counterparts, USAID, SIDA, Omydiyar Network and other donors;
• Convene recognized experts to share experience and knowledge;
• Develop communications and marketing internal and a strategy to increase awareness of and engagement with the project;
• Implement an internal communications strategy to distill and share learning, good practice, and research findings;
• Facilitate meetings and seminars on research, knowledge management strategies with partners, civil society organizations, government officials, and other stakeholders;
• Analyze and communicate evidence from other projects and programs on similar topics;
• Ensure timely and quality completion of all communications deliverables in line with DfID and Pact requirements;
• Supervise staff members working on communications, marketing, and knowledge management.
Qualifications:
Education and Experience Requirements:
• Degree in communications, marketing, or social sciences, or a related degree relevant to the field of communications for ICT4D.
• Experience working in the ICT4D sphere with a solid network of contacts that can be leveraged to build awareness, momentum and a community of practice around technology and open governance.
• Minimum 10 years progressive experience governance, communications, marketing, or knowledge management, with at least 3 years in communications, marketing, or knowledge management for development projects.
Other Qualifications:
• Excellent interpersonal and communications skills.
• Ability to leverage a network of global industry contacts.
• Proven track record in a senior communications, advocacy or marketing role, including: strategic planning/visioning/leadership, work-planning, donor relations, branding and marking.
• Capacity to work independently and as part of a global, multi-cultural team.
• Strong familiarity with social media and communications technologies.
• Must be able to travel internationally to facilitate global or regional conferences and/or meetings as requested.
• Ability to set goals and meet deadlines in a fast paced working environment.
• Experience working on DFID and/or USAID funded programs, preferred.
