Position Summary: Pact seeks a Technical and Outreach Director/ICT and Governance for a four-year, multi-million dollar DfID UKaid, USAID, SIDA, and Omidyar Network funded project: Making All Voices Count: Grand Challenge (MAVC). MAVC is a new project that will provide financial and technical support for innovative projects that use technology as well as non-technology approaches to promote open, responsive government and citizen engagement in Africa and Asia. The Technical and Outreach Director candidate is a networked, and entrepreneurial and dynamic professional with a strong grounding in the ICT4D field who will provide overall technical direction of the MAVC program, develop a global portfolio of technology and good governance projects, and act as a spokesperson for the project.
Responsibilities:
• Under the overall direction of the Team Leader, provide technical direction and vision for the MAVC program;
• Act as a spokesperson for the MAVC program, building links between potential beneficiaries and work closely with the Communication and Learning Advisor to market MAVC in order to increase awareness of its work;
• Oversee outreach to develop a global portfolio of projects in focus-countries focusing on technology and good governance;
• Develop a strategy for engaging government administrators and decision makers, especially at the country-level;
• Oversee the Technical Assistance/Marketplace Manager to match grantees with human capital development support.
• Maintain strong relationships with participating donors, and build partnerships with new donors;
• Oversee regional technical and program teams, supervising and coordinating the work of long and short-term personnel;
• Work closely with the Research and M&E Advisor on the implementation of a robust results framework for MAVC, in order to monitor its impact, particularly amongst traditionally marginalized groups such as the poor and women.
Qualifications:
Education and Experience Requirements:
• MA in governance related field, or a related degree relevant to the field of communications for ICT4D.
• Experience working in the ICT4D sphere with a solid network of contacts that can be leveraged to build awareness, momentum and a project portfolio around technology and open governance.
• Minimum 10 years progressive experience in open governance, civic engagement, ICT4D communications, marketing, or related field.
Other Qualifications:
• Understanding of the latest thinking ICT4D as it relates to governance and accountability work;
• Particular skills and experience in setting strategy and then managing high performing team to deliver;
• Proven ability to network, persuade and identify and develop innovative ideas;
• Strong working relationships with other parties active in the ICT4D sphere, including civil society organizations, research bodies, entrepreneurs and governments.
• Commitment to strengthening accountability and good governance.
• Excellent interpersonal and communications skills.
• Ability to leverage a network of global industry contacts.
• Capacity to work independently and as part of a global, multi-cultural team.
• Must be able to travel internationally to facilitate for outreach, global or regional conferences and/or meetings as requested.
• Experience working on DFID and/or USAID funded programs, preferred.
