Coffey Capacity Building Policy Adviser

The Provincial and Local-level Governments Program (PLGP) is a partnership between the Government of Australia and Government of Papua New Guinea (GoPNG) for improved service delivery for the men, women and children of Papua New Guinea. PLGP is Australia’s mechanism to support initiatives of the Government of PNG that aim to improve public administration within the sub-national levels of government.
Coffey International Development as the Service Provider to the Provincial and Local-level Governments Program (PLGP) is currently seeking a Capacity Building Policy Adviser. The Adviser will build capacity within the Policy and the Local Level Governments Divisions of the Department of Provincial and Local Government Affairs (DPLGA) by developing understanding, skills and processes to ensure that policy matters and policy development procedures are managed in accordance with, and respond to, Government of PNG priorities.
The Adviser will support DPLGA engagement, coordination and negotiations with key national government agencies in relation to policy relevant to the Organic Law on Provincial and Local-level Government giving rise to matters of power sharing, resource sharing and transfer, capacity building and costs transfers between national and provincial and local levels.
Crucial to this role, will be your experience in developing public policy in decentralised systems of government; management experience preferably in the public sector; and experience of working in an advisory role is desirable. This position is a national position and the AusAID Adviser Remuneration Framework (ARF) will not apply. Women are encouraged to apply.
