The Rwanda horticulture sector accounts around 300 cooperatives, but many more unorganized farmers are also found in horticulture production for long time due to different challenges facing this sector. This constitutes is a very big disadvantage in terms of input distribution, marketing and above all raises cost of certification. 

One way to overcome these constraints is to organise horticulture farmers into strong cooperatives using appropriate structural and organizational models that worked elsewhere with modification to suit local realities. It is through these cooperatives that farmers will consolidate land, link with markets for their produce, input and credit suppliers and access extension services. These cooperatives will also facilitate registration of groups engaged in horticulture production for linkage with investors. 

Even though an important effort has been provided by former RHODA in collaboration with various actors; the Rwanda's horticultural value chains still face various constraints related to skills and knowledge, infrastructure and other areas of improvement in services sector. These constraints can be summarised at farmers' level, at processors' level as well as market level. 

At farmers' level: smallholders are largely unorganised, they have little access to adequate extension services and little linkages with research, resulting in a lack of knowledge on cultivation, plant protection and post-harvest handling, but also on market information and market linkages.

Likewise, they have limited access to finance and capital investment. They mostly practice rain fed agriculture, have limited access to inputs (planting material, manure, fertilizers, pesticides), which are costly and of limited quality. Finally, there is little value addition at farmers? level.

At processors' level and market level: although produce can be of very high quality, there is a lack of homogeneity on the quality offered, volumes are limited and there is limited capacity to ensure continuous supply. Access to good quality business development services, both financial and non financial (market information, testing, certification, technology and product development, business planning…) is difficult and there are consequently few skilled entrepreneurs. 

At market level: Traders/exporters have very few engagements with international exporters and have limited access to markets. Packaging is poor and affected by limitations regarding the use of plastic. Airfreight transport costs are high as well as the cost of energy.

All these constraints call for a well organised sector with clear objectives and committed players. It is against this background that NAEB with funding from the G4C project funded by the World Bank is seeking services of a technical assistance to support the RHIO to have a better organization that can respond to advocacy role for all players in the sector.

The overall objective of the consultancy work therefore is to support the RHIO to have a well-managed organization that can respond to the advocacy role for its member horticultural associations.

The main objectives of technical assistance are as follows:
1. To develop a Long-term Feasibility Study for Commercialization and Export of Horticultural Products of RHIO Members, 
2. To develop and help in start up for a pilot Horticultural Products Distribution Point in Rwanda,
3. To carry out dialogue and market analysis with different stakeholders with an aim to increase local horticulture professionals presence on international markets

QUALIFICATION & COMPETENCY REQUIREMENTS

The incumbent Consultant will have to fill the following:
• Holding at least Bachelor's Degree in Economics, Business Administration, Agri-Business or any other related field,
• Having more than 5 years experience as TOT, preferably with support to the Horticulture SMEs and Cooperatives, especially those based in the rural areas,
• Have proven experience in working with international organizations member Organizations
• Have more than 3 years experience in the field of Capacity Building Support to SMEs, Start-up Non-Profit Organizations, or NGOs
• More than 2 years experience in the field of Program or Project Management,
• Having worked for an International Development Organization in Rwanda,
• Having more than 3 years experience in Business Development Consultancy missions,
• Having interacted with some key Public Institutions like RCA, RDB, MINAGRI and related donors,
• Ability to work in English and Kinyarwanda languages; working knowledge of French is an added advantage.

TIMING

The technical assistant will be a one year renewable contract and the contract shall be reviewed every year based on the performance of the TA and will last 3 years, the period of project.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Consultant Guidelines.
