ICJ VACANCIES DEC 2012

The International Commission of Jurists (ICJ) is a worldwide network of judges and lawyers united in affirming international law and rule of law principles that advance human rights. We are recruiting a Deputy Director to manage its South Asia Project, an International Legal Adviser for South East Asia, as well as a Legal Adviser and a Finance Officer for the ICJ’s Pakistan Project.

Deputy Director –South Asia
We are recruiting a senior international human rights lawyer or activist as a Deputy Director to manage its South Asia Programme. The post is based in Kathmandu (where the ICJ already has an established regional presence) and will directly supervise the work of more than 25 employees and long-term consultants.
The ideal candidate will be a creative and visionary international human rights lawyer or activist who has held senior positions, including leadership/management positions, who has a strong grasp of international human rights and humanitarian law, with a deep practical experience of human rights advocacy and an understanding of the history, politics and legal systems of the region. The ICJ seeks a Deputy Director with a well-developed network in the region and access to international organizations, NGO's and governments.

Responsibilities
• Assist the Regional Director (RD) to provide vision, strategic direction, leadership and management of the ICJ’s work in South Asia. Advise the RD on legal and political developments relevant to the Programme and on immediate and longer-term objectives and advocacy strategies;• Manage the ICJ’s South Asia Programme using the full range of innovative ICJ advocacy strategies and legal interventions on countries and themes in the region;• Promote collaboration and exchanges between the Nepal and Bangkok offices and other regional and international programmes;• Supervise the work of the South Asia Programme staff, interns and consultants;• Represent the ICJ externally and play a leadership role as the ICJ’s official spokesperson on issues relating to the South Asia region. Carry out media work;• Develop and implement strategies to strengthen, inform and mobilize the ICJ Network in Asia-Pacific and other regions;• Manage the programme’s resources and budget;• Drive the development and implementation of fundraising strategies for the programme.
International Legal Adviser – South East Asia
The Asia & Pacific Regional office is seeking to recruit an International Legal Adviser who will be responsible for implementing the ICJ’s programme. The ideal candidate is an international human rights lawyer with a comprehensive knowledge of international human rights and humanitarian law with practical experience of human rights legal advocacy and an understanding of the history, politics and legal systems in the South East region. The position holder reports to the Asia & Pacific Regional Director and works closely with the rest of the team in the Asia & Pacific Regional office and counterparts in other ICJ offices. This position is based in Bangkok.

Responsibilities
• Implementing all aspects of the ICJ’s South East Asia programmes using a range of innovative advocacy strategies to support ICJ legal interventions. In addition, the ILA will be responsible for developing and maintaining relationships with the legal, political and academic communities in the Asia Pacific region;• Monitor and analyse legal and political developments, human rights and the rule of law developments internationally, including monitoring law reform initiatives.• Assist the Regional Director in developing strategic plans and fundraising proposals and maintaining relationships with relevant donors;• Represent the ICJ externally as required, including in advocacy activities, and by building active relationships with local media and partners;• Implement strategies to strengthen, inform and mobilize the ICJ Network;• Actively maintain supportive working relations and seek opportunities for joint work with the staff of other regional and international programmes.

Legal Adviser – Pakistan
The Asia & Pacific Regional office is seeking to recruit a Legal Adviser who will be responsible for implementing the ICJ’s Pakistan programme. The ideal candidate is an international human rights lawyer with a comprehensive knowledge of international human rights and humanitarian law with practical experience of human rights legal advocacy and an understanding of the history, politics and legal system in Pakistan. The position will be based in Pakistan with due consideration for security concerns.

Responsibilities
• Implementing all aspects of the ICJ’s Pakistan project using a range of innovative advocacy strategies to support ICJ legal interventions;• Monitor and analyse legal and political developments, human rights and the rule of law developments internationally, including monitoring law reform initiatives.• Work with the International Legal Adviser for South Asia to develop proposals and preparing reports for donors;• Represent the ICJ externally, develop and maintain relations with relevant partners and otherwise raise the public profile of the ICJ. In addition, the International Legal Adviser will work closely with the Human Rights Commission of Pakistan and other human rights defenders to support and improve their capacity to monitor conditions in Pakistan;• Implement strategies to strengthen, inform and mobilize the ICJ Network of Commissioners, National Sections and Affiliated Organizations in the region;• Actively maintain supportive working relations and seek opportunities for joint work with the staff of other regional and international programmes.

Finance Officer - Pakistan
We are seeking to recruit a Finance Officer to manage the ICJ programme in Pakistan. S/he will be responsible for effectively and efficiently maintaining the Programme’s financial, administrative in order to meet the ICJ’s financial reporting requirements. The position is based in Lahore, Pakistan. The ideal candidate is, or has been working for three to five years in finance and administration and has attained the required knowledge, skills and attitudes through completion of a degree or Diploma in Accounting or Business Administration.

Responsibilities
• Administer and monitor the financial and accounting system in order to ensure that the ICJ finances and assets are maintained in an accurate and timely manner and comply with the ICJ policies and procedures;• Assist with the preparation of the programme budget, establish and maintain cash controls, monitor the purchase order system, reconcile accounts payable and receivable, establish and maintain supplier accounts, prepare monthly and quarterly financial statements and general ledger and assist with audits;• Organizing practical aspects of meetings, external events and travel such as venues, itinerary, board and lodging as well as hospitality;• Maintain relations with the bank and service providers as well as important contacts of the organization;• Works in close coordination with relevant staff in the ICJ Bangkok, Nepal and Geneva offices.
