The Islamic Republic of Afghanistan has received a grant from the International Development Agency (IDA) and the Afghanistan Reconstruction Trust Fund (ARTF) for the Afghanistan Skills Development Project (ASDP). The said project aims to establish a high quality, equitable, market-responsive and cost-effective technical and vocational education and training (TVET) system in order to increase the number of immediately employable Afghan graduates. The ASDP is a multi-functional project managed through four components, and executed by different government agencies, namely: Committee of Education and Skills Policy (CESP) chaired by the Vice President; Deputy Ministry of TVET (DMTVET) at the Ministry of Education (MoE); and National Skills Development Program (NSDP) at the Ministry of Labour, Social Affairs, Martyrs and Disabled (MOLSAMD). The DMTVET implements Component # 2 of the ASDP project, which is comprised of: (a) establishment of the NIMA; (b) institution-based reform packages; and (c) management reforms in DMTVET. NIMA aims to be a model TVET institute for management and administration, accounting, and information technology.
The Afghan Institute of Technology (AIT) was being supported by the ASDP project under the World Bank fund in order to bring reform, setup proper decentralized system and ensure that, the institute has operation autonomy.

Job Summary

The AIT institute will require hands on management support and the chosen expert will direct and oversee the entire operation of Institute, working with the management team to direct, support and guide their efforts with the ultimate goal being to enable them to independently manage AIT. The Coordinator for AIT will implement the above objective with regard to use his efficiency in fundraising, restructuring, placing a standardized education and high quality assurance system for the institute.

Duties and Responsibilities

1. Maintains statistical data for all education-related activities (i.e., number of student participants, teaching hours dedicated education activities, etc.), prepares reports and updates as required;
2. Develops student & teacher code of conduct and policy;
3. Develops and updates lesson plans and existing programs for AIT;
4. Responsible of academic and management related services of AIT Institute;
5. Coordinates and provides professional input to the work of academic and faculty professionals involved in AIT institute;
6. Cooperates with the ASDP offices in proper manner in order to implement the project objectives towards AIT Institute;
7. Assists in developing proper database for AIT institute and ensures that all the required data are entered accurately into the database which can be able to generate the needed reports;
8. Fund raising for the cost of the project to rebuild the capacity of AIT Institute and setup an appropriate education system;
9. Assists the Principal of School for transport management and assure all the vehicles are functional;
10. Evaluate the students and teachers for providing the quality education;
11. Paves the ways to graduate students for placement function/employment;
12. Assures hygiene and safety in the institute campus;
13. Assures the equipment and devices are functional;
14. Coordinates a variety of meetings, conference calls involving complex scheduling procedures across multiple institutions;
15. Conducts performance evaluation for the staffs and teachers of AIT Institute and find out training needs assessment (TNA);
16. Facilitates training and builds the capacity of existing staffs of AIT Institute;
17. Responsible for all operational and administration activities of the school;
18. Works closely with AIT principal and prepares mechanism that allow the process of learning more easier and faster instead of harder;
19. Assists Director for School Affairs at DMTVET and ASDP Project Manger with development and monitoring of fellowship budgets, and operation plan;
20. Establishes Student and Institute council and opening independent special bank account for the Institute;
21. Establish a sustainable placement mechanisms and as well as the placement cell in the institute.
22. Plays vital role by assuring operational autonomy and decentralization of the institute;
23. Any other Tasks may be assigned by the Project Manager of ASDP;

Qualification

1. At least a Master degree in Education, Teacher Training, Management and Administration, Economics, Law, or other relevant fields; 
2. At least 5 years of demonstrated academic management experience, 3 years of which would be preferred to be relevant to school administration; and 2 years would be preferred for project management specifically relevant to managing donor-funded projects;
3. Excellent written and oral communication skills in English, and the ability to prepare and synthesize lengthy and complex documents (knowledge of Dari and Pashto is also must);
4. Experience and ability in utilizing office program of the computer such as MS Word, MS Excel, MS PowerPoint and MS Project;

4. Demonstrated ability to work with, motivate and train Govt. staff; and commitment to perform any other related tasks as may be assigned by a supervisors and other authorities;
5. Time flexibility, the coordinator for AIT may required to work overtime or weekends due to needs of the institute and instruction from high authority;
