Central Asia Institute (CAI) is a registered non-profit organization, founded in 1996, with IRS. Afghanistan where few other organizations work. CAI also did a handful of projects in Mongolia (rural health education) and Kyrgyzstan (teacher-training scholarships). Since 1996, CAI has supported over 250 community initiated educational and service projects. Since 2005, CAI has refined its focus, honing in on rural education and literacy, especially for females. This includes teacher training programs, school libraries and temporary education in regions of natural disaster or crisis. CAI also continues to pioneer and promote education in regions where there are few or no education opportunities. In addition, CAI in recent years has emphasized sustainability, reducing the number of new schools built and funds invested in brick and mortar and increasing efforts to improve the quality of education, support teacher training and help motivated students achieve their education goals with higher education.Job Summary
Finance Manager performs all the financial issues, and reports to the General Program Director on daily, weekly, monthly & annual basis.Duties and Responsibilities
Key Responsibilities / Tasks1. Financial Management

1. Financial Management
• Build, maintain and improve an accurate, effective, non-time consuming financial system and procedures
• Advise and bring any necessary changes in financial procedures to bring ease in financial operations of CAI in conjunction to operation department.
• Preparation of Budgets for several projects, according to approved contracts
• Budget/Contract amendment (Revision) for effective project implementation
• Establish, maintain and upgrade computerized financial system.
• Execute day to day financial practices to support CAI operational requirements
• Ensuring all the transactions are properly implemented.
• Review and analyze all transactions to be in accordance with budget lines and control for accuracy of the transactions.
• Ensure transactions are properly recorded and entered into the computerized accounting system.
• Managing Cash flows and liquidity on monthly & Annual Basis;
• Checking monthly accounts and Making necessary adjustment for External Audit;
• Preparation of Accounts for external audits
• Maintain financial files and records
• Establish, maintain and reconcile the general ledger.
• Prepare monthly financial statement.
• Assist in Audit Process
• Implement cost recovery mechanism for the services provided to various clients.
• Prepare monthly bank reconciliation statements for the accounts maintained by CAI
• Process and track all projects’ payments. Maintain payment tracking sheet and update it on a daily basis.
• Take part on preparing CAI annual report.
2. Administer and Monitor the financial system
• Implement and improve the existing Financial Policies and Procedures of CAI
• Financial performance analysis
• Take responsibility for overall financial management & delivery of business plan
• Identify & control weaknesses in Finance activities for best project implementation
• Preparation & facilitating internal controls system
3. Financial Reporting
• Regular reporting to operation head on general/specific financial matters
• Regular or upon request preparation and submitting all financial reports to the donor, governmental or any other relevant agencies
• Maintain sound relationship with the donor agencies; prepare monthly reports accurately meeting the deadlines.
• Prepare quarterly reports and reports on variance
• Any other duties/task assigned.
4. Develop financial system and procedures,
• Verify and develop the financial systems and procedures.
• Regularly update and monitor the systems and procedures.
• Coordinating project disbursement plan with CAI all units (Project Offices) to process their payment according to the signed contracts and for effective project implementation
5. Staff Management,
• Supervise & guide finance junior staff and procurement staff.
• Provide periodic and regular training sessions to the relevant staff.
• Update & familiarize the CAI staff on the financial rules & regulations
• Provides inputs into capacity building of CAI finance staff when required
Qualification
Education Master degree in Finance(MBA) or any other related field.
ACCA Qualified.
Additional practical trainings in the related fields
Professional experience
Minimum of 5 years or progressive work experience in a related position in well reputed organizations, non-governmental or governmental funded agencies.
Language Knowledge
Full command on Pashto, Dari and English
Computer Skills:
