The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization founded in 1956 that works in more than 30 countries throughout the world, providing protection and promoting durable solutions to refugees and displacement affected populations.
In Afghanistan specifically, DRC started operations in 2010 with a focus on protection and livelihood support of Afghan displacement affected populations and returning refugees.

Job Summary

To maintain strong logistics systems to support DRC projects in Afghanistan, safeguarding DRC’s funds and supplies and ensuring their effective use in adherence with DRC policy. The Senior Logistics Officer is responsible for the management of DRC Afghanistan’s logistics functions, which comprise procurement, fleet management, inventory and asset management. He/she will be working under the direct supervision of the Country Director and in close coordination with the Programme Managers.

Duties and Responsibilities

Duties will include, but are not limited to:
• Overall responsibility for the management of the logistics functions and for establishing and maintaining appropriate controls for the DRC Afghanistan operations in compliance with DRC Operations Handbook. 
• Actively support the CD and senior management in developing locally tailored Procurement & Supply SOPs in line with the Operations Handbook. 
• Manage and develop staff working in logistics, including logistics staff in field offices.
• Ensure performance reviews are conducted for all logistics staff in a timely manner.
• Manage and monitor all procurement and tender processes.
• Manage the procurement tracking system.
• Ensure accurate files and records are maintained to support the requirements of country management, head office and donors.
• Set up systems with finance staff for the control of supplier payments to ensure duplications are not made.
• Set up and maintain a pre-approved supplier list.
• Maintain systems for the movement of supplies between locations in Afghanistan with appropriate documentation.
• Support program managers with procurement planning.
• Ensure the fleet is maintained in excellent working order.
• Maintain the repairs and maintenance system to ensure efficient servicing and maintenance of all vehicles according to DRC transport guidelines.
• Oversee the planning and delivery of all programme transport needs.
• Request and preposition spare parts stock at an appropriate levels according to needs and availability.
• Ensure that an organized filing system is in place, which should include records of work done and vehicle performance records.
• Monitor vehicle hire contracts and invoices.
• Technically supervise and train drivers as required to improve their overall technical knowledge and skills.
• Provide oversight on the management and maintenance schedule for all DRC generators, ensuring they are maintained and serviced.
• Carry out visits to the field sites to monitor systems and ensure that systems are standardised across DRC Afghanistan.
• Liaise with other NGOs, UN agency, local authorities.
• Ensure that we comply with all laws and regulations with regard to procurement and fleet management.
• Provide monthly reports to Country Director and actively participate in the weekly coordination meetings.
• Contribute to organisational accountability initiatives, including commitments under the HAP (Humanitarian Accountability Partnership)
• Adhere fully to the DRC Code of Conduct.
• Carry out other duties as assigned by the CD.

Qualification

Bachelors level qualification in relevant field, or equivalent in supply chain management.
At least 5 years’ experience in supply chain management including at least two as a logistics manager.
Experience working for an international NGO or large national NGO.
Experience of handling procurement of assets and inventory using EU or US funding.
Experience of managing a fleet of 5 or more vehicles.
Experience in dealing with local authorities, national and international NGOs /UN bodies.

Skills

Experience in team building and supervision of staff, Strong management and reporting skills, Strong communication and interpersonal skills, Able to work under pressure, Advanced skills in use of Microsoft Word and Excel, Strong flexibility and multi tasking skills
