Job Summary

Tingim Laip Phase 2 (TL2) is Papua New Guinea’s largest community-based HIV prevention and care project. It has a team of 40 staff at national, regional and local offices who work closely with over 250 volunteers in 20 locations across 10 provinces of the country. TL2 aims to facilitate delivery of effective prevention and care interventions at locations where there is a convergence of risk and vulnerability through community centred and interpersonal approaches. The goal of TL2 is to contribute to the reduction of HIV prevalence in key affected populations (KAPs), to improve care and support for those infected and minimise the social and economic impact of the epidemic on individuals, families and communities.
The Development Practitioner Key Affected Populations Participation (DP KAPs Participation) will lead the project-wide transition of current TL2 staff and volunteer structures to have greater focus on, and participation of, locally identified key affected populations in context-specific HIV prevention and care initiatives, and in line with the TL2 prevention and care strategy.

Key Responsibilities

  • Build capacity of TL2 staff and volunteers to identify HIV risk and impact in their communities, and to identify who is most affected.  DP KAPs Participation should draw on existing bodies of research as well as in-depth consultation, mapping, and engagement with communities.
  • Contribute to TL2 staff, volunteers and communities increased understanding of locally identified KAPs including issues they face, their increased risk and impact of HIV, and specific needs.
  • Contribute to the establishment of safer and more supportive environments (project and community spaces) for locally identified KAPs.
  • Develop user-friendly tools and guidelines to build staff and volunteer capacity to work effectively with locally identified KAPs and promote their increased participation.
  • Build capacity of TL2 field staff and volunteers to establish and maintain partnerships with local service providers to support and promote delivery of comprehensive packages of interventions for locally identified KAPs.
  • Ensure effective coordination, management, planning, monitoring and evaluation, and support to the TL2 National Volunteer Strengthening Coordinator and National Volunteer Strengthening Officer.
  • Work with the Program Manager, Development Practitioners, and Project Officers to increase participation of locally identified KAPs. 
  • Assist with the development of a culture of evidence-based practice on TL2 in working with KAPs by identifying appropriate international and local models. Identify lessons and best practice papers to document successful strategies in TL2 context and build a collection of best practice examples for consideration by project staff and volunteers
  • Contribute to the development of a strategy / policy framework for TL2 that outlines how TL2 will promote a focus on KAPs across the organisation, engage KAPs at all levels and, measure improvements in its engagement and targeting of KAPs.
  • In collaboration with the Steering Committee and the TL2 team ensure all assistance is planned and delivered in a manner consistent with the National HIV Strategy, Project Design Document and IRM Recommendations, AusAID policies, approved operating procedures and the Contract.
  • Maintain effective communication with AusAID in Port Moresby, the TL2 Steering Committee, the Independent Review Mechanism, TL2 sites and key stakeholders.
  • Develop own Work Plan on an annual basis with capacity building strategies and cross-cutting issues which are linked to the TL2 Annual Plan and Monitoring & Evaluation Framework. This Plan should also actively address gender, disability, fraud and anti-corruption, HIV and AIDS, child protection, environment and other cross-cutting development issues. The Plan will be used as basis for Annual Performance Assessment. First draft of work plan due end of Month One.
  • Assist the Project Manager to ensure that the TL2 office and field staff are motivated and competent, and support Project sites in relation to their administrative and technical activities, in line with the core values of TL2, including conducting a staff development needs assessment and developing and implementing a staff development program.
  • Participate in conducting annual performance reviews and feedback surveys with sites and local partners. 
  • Preparation, or proactively contribute to, the following:
    • Annual Project Plans
    • Quarterly Reports
    • Documents and information requests from AusAID
    • Project Completion Report
  • Other activities as directed by the Project Manager or Contractor Representative of Cardno Emerging Markets (CEM).
  • At all times, the Development Practitioner will ensure the technical and management reputation of CEM and AIDS Project Management Group (APMG) is protected, and that the positive reputation of AusAID and TL2 are promoted. There is an expectation that the Development Practitioner will work in a collegiate manner at all times with TL2 team members.

Other Requirements

Key Selection Criteria
Essential:
  • University degree in social sciences
  • 10 years of experience in community oriented HIV and STI programs with KAPs
  • Significant experience in building capacity and increasing sustainability
  • Strong knowledge of social science, public health, health promotion, community development approaches to HIV prevention design and implementation as they relate to KAPs
  • Up-to-date knowledge of research and knowledge about effective HIV prevention amongst KAPs
  • Able to develop user-friendly tools for prevention and care interventions that take into consideration key social, cultural, economic and political factors
  • Technical expertise in several of the following: 
    • HIV and STI prevention
    • Counselling and interpersonal communication
    • Program planning and implementation
    • Client-provider interaction
    • Gender sensitive programming
    • Working with vulnerable populations
    • Training
    • Developing training and education materials
    • Use of participatory planning methodologies
    • Research, and evaluation
    • Knowledge and experience of using participatory tools and methodologies for programme identification and implementation
    • Monitoring and evaluation
Desirable:
  • Experience working in Papua New Guinea
  • Able to speak and write in Tok Pisin
