Director of Talent Acquisition


I. TechnoServe Background

TechnoServe is an international, non-profit economic development organization founded in 1968 out of a conviction that a vibrant private sector is an essential foundation for economic growth and poverty reduction.  TechnoServe undertakes targeted, catalytic technical assistance and other programming to increase the competitiveness of entrepreneurs, businesses and industries that in-turn provide sustainable employment, inclusion of the poor and increased incomes.  TechnoServe operates in 25 developing countries with over 1000 employees.  A substantial portion of our work is in agriculture, enhancing farm productivity and commodity quality and addressing gaps in processing and other agribusiness capacities.  Our programs increase smallholder access to new technologies, aggregation and storage mechanisms, markets, critical information and finance.  TechnoServe also undertakes structured programs to identify and support high potential entrepreneurs in various sectors through leadership mentoring networks, formalization support, access to capital and development of sustainable business services such as accounting, finance, marketing and human resource management. 

II. Position Description

TechnoServe has created a new position for a Director of Talent Acquisition to play an important strategic role in leading the talent acquisition function, including a development of an organizational strategy for identifying expatriate, third country national and local talent for.  This role will assess, standardize, and improve existing talent acquisition procedures and systems and support the development and implementation of a new candidate tracking and recruitment system.  This role must have experience with all aspects of talent acquisition from sourcing, through applicant tracking, background checking and screening, pre-employment testing, selection management and employment offers. This individual will personally conduct strategic recruiting for critical leadership positions within the organization as well as proposal and short-term consulting positions. This individual will provide leadership and contribute to building a database of consultants for the organization.
Duties and Responsibilities
  • Develop dynamic and flexible strategies and tactics to source talent globally and develop a strong pool of candidates for current and future organizational needs
  • Work with senior leadership to understand staffing priorities and devise appropriate strategies to develop a strong roster of qualified candidates for mission critical positions
  • Develop appropriate policies, procedures, systems and tools to ensure compliance with applicable laws and regulations and consistency with HR best practices
  • Provide leadership in developing and implementing an automated applicant tracking and recruitment system integrated with the HRMS
  • Responsible for managing one or two staff members.
  • In collaboration with other HR team members create a set of tools and resources to support recruiters and HR managers globally (in 25 countries)
  • Manage overall recruiting process from candidate sourcing, identification, interview coordination and section process, offer negotiations, reference checks, to offer, and on-boarding
  • Assist in developing appropriate outreach and recruitment materials and sections of external web site
  • Adopt existing social media tools for talent acquisition; represent TechnoServe at external recruitment events and conferences
  • Develop a set of recruitment metrics and tools to help assess the efficiency of the recruitment process
  • Recruit for a variety of senior level and other critical positions in the US and overseas
  • Manage other members of the recruitment team
  • Other duties as required

III.  Required Skills and Experience

Minimum Requirements
  • Bachelor’s Degree in Human Resources or a related field.  Graduate degree preferred.
  • HRCI Certification - SPHR or GPHR strongly preferred.
  • 5-7 years of direct recruiting and relevant HR work experience in an international or multicultural setting.
  • Excellent interpersonal communication skills; able to influence and foster strong working relationships with a range of stakeholders
  • Outstanding organization skills, ability to track and manage large amounts of information
  • Significant experience sourcing international candidates for global positions.
  • Experience working in a fast paced, multi-tasked environment.
  • Proven experience designing and/or developing recruiting processes.
  • Ability to travel both domestically and internationally as required.
Preferred Requirements
  • Previous experience in developing recruitment systems and procedures as well as designing and implementing applicant tracking tools.
  • Knowledge of recruitment in the international development industry and in a grant/subcontract based environment.
  • Experience recruiting international talent to be based in developing countries around the globe.
  • Experience working for a global development organization.
  • Fluency in Spanish, French, or Portuguese preferred.

V. Essential Physical Requirements

The incumbent must sit for an extended number of hours throughout the day using a computer, talking by telephone or Skype and meeting with others.  Must occasionally lift items which weigh up to 20 lbs. and must be capable of lifting and pulling their luggage when traveling.  Other requirements include climbing stairs, walking, bending, and occasionally driving.
