The opportunity has arisen within our PNG operation to provide effective leadership and management of Oxfam’s Highlands programme.  This post is managed and funded by Oxfam New Zealand. Working closely with local partners, you will be responsible for planning, implementing and monitoring the quality and impact of our Programme Quality, Livelihoods and WASH activities. You will also be responsible for supporting and advising local partners, managing Oxfam’s programme staff, fostering and maintaining strong relationships with key external stakeholders and overseeing the operational functions of the Goroka office.

As a confederation, Oxfam International is undergoing a significant change process to develop a single management structure (SMS) in each country where Oxfam is operational, to improve programme efficiency, effectiveness and impact.  You will have an important role to play in supporting the Oxfam PNG Country Director to achieve the required organisational changes in PNG that will support Oxfam’s broader strategic objectives.


Our ideal candidate will have:
• Strong  practical experience of developing, managing, monitoring & evaluating successful development programmes  (experience in PNG is desirable)
• Proven experience of organizational change management
• Sound understanding of development issues,  particularly of participatory development, gender rights, conflict resolution and advocacy
• Experience of developing and strengthening partnerships with local organisations
• Proven leadership skills and experience of managing, mentoring and developing others
• Security awareness
• High level financial management, report writing and analytical skills
• Fluency in written and spoken English and working knowledge of Tok Pidgin (or a willingness to learn)
The posts attracts a salary of NZ$67,500 - $75,000 per annum (dependent on the qualifications/ experience of the successful candidate) and a benefits package that includes flights, insurance, relocation assistance and 4 weeks annual leave. This is an accompanied post (partner only).
