Human Resources Specialist for a large Primary Health Care Project in Iraq


URC has an immediate need for a Human Resources Specialist for a large Primary Health Care Project in Iraq.
Role and Responsibilities:
• Anticipates and identifies complex business needs and recommends solutions to complex problems; • Responsible for filling system, computer templates any and all computer and software application needs; • Keep track and follow up with finance office in regards to Labor codes, salaries and CLIN. • Add new material to file records, and create new records as necessary; • Represent the project in a respectful and professional manner while dealing with new recruitments and candidates, conducts orientations to the newly hired staff; • Update and follow up on personal matters (increases, disciplinary actions, anniversary dates…etc). • Track all the annual and sick leave documentations; • Receives requisitions for local recruitment, and evaluates received applications; • Advises the finance unit of new salary data and any deductions to enable preparation of accurate payroll; • Organize and/or provide assistance to other units as needed in the performance of their tasks; • Make decisions, act and follow through on task given with very little supervision; • Advertise for project job vacancies, priorities and meet deadlines; • Keep confidential conversations in confidence, discuss with staff work concerns and rely them to the HR Manager when necessary; • Update staff logs and distribute them on regular basis; • Performs any other related duties as directed.
Key Qualifications and Experience:
• BA degree or higher, preferably in Administration. • Familiarity with basic HR and bookkeeping policies and procedures • Proficient in or ability to learn and use the most recent office software programs. • Excellent organizational skills; accurate and detailed worker • Skilled with computers, specifically word processing and spreadsheet programs • Ability to work as a part of a team and coordinate with program personnel. • Ability to follow basic oral or written instructions • 2-3 years’ experience in HR; • pleasant personality with the ability to interact with a multitude of cultures, languages and personality types in both business and social gatherings and situations; • English level 3 or above
