Accountant for a large Primary Health Care Project in Iraq


URC has an immediate need for an Accountant for a large Primary Health Care Project in Iraq.
Roles and Responsibilities:
The Payroll Accountant is a key member of the Finance team. This position is responsible for performing all payroll-related functions, duties, and requirements for the project. The incumbent reports to the Finance Officer. Specific responsibilities include the following: • Assist employees in the related questions about payroll and payroll disbursements; • Assist employees in accessing their timesheets; • Prepare and process payroll-related entries and prepare monthly reconciliations; • Reconcile employer’s quarterly tax returns, state unemployment quarterly contributions report; • Assist with audits, workers compensation audits, year-end audits;
• Oversee fiscal year-end payroll;
• Preparing the training Advances for the regional offices and make sure that it is supported by all the required documentation and it does not violate any of project training regulation; • Follow up the advances in the Quick Books, preparing the AR account report on weekly bases; • Reconcile all the training advances for the regional offices and cheek all the supported documents for the training courses; • Check Sallyport billing for each to weeks, the hard copy and the soft copy before sending them to DC. Checking the soft copy for Sallyport invoices and billing documents on monthly bases before sending the document to Home Office. Upload the mentioned billing to the home office reviewer; • Check the pricing of invoices & receipts and compare them to the market prices. Prepare a schedule to include all the required materials prices and specification; • Attending the conferences physically and make sure that the project pays according to the approved budget; • Other duties as assigned by the Finance Officer and Director of F&A. Key Qualifications and Experience:
• BA or certificate in relevant field required; • 3 years of relevant experience, as described below, may substitute for college degree; • 1 years of relevant experience with high-volume payroll processing, experience in bookkeeping, accounting, financial data management, or related responsibilities, preferably in a US government contracting environment; USAID contracting experience highly preferred as knowledge of QB; • Excellent communication skills, both written and verbal;
• High proficiency in Excel and MS Word Minimum of three years of which two years experience must include MS Excel and demonstrated understanding of general ledger accounts and how they relate to invoices.
