About CARD-F
The Comprehensive Agriculture and Rural Development Facility (CARD-F) works on behalf of the Government of the Islamic Republic of Afghanistan (GOIRA) to deliver sustainable economic development in the rural economy at the district level.CARD-F specifically seeks to provide a means of designing, coordinating and funding high-impact interventions through an integrated Economic Development Package (EDP) for each targeted district. EDPs address issues of markets, agricultural production and infrastructure in an integrated manner to promote growth and build on, as far as possible, existing programs and projects. Such programs and projects are predominantly those of the Afghan Ministry of Agricultural Irrigation and Livestock (MAIL) and the Ministry of Rural Rehabilitation and Development (MRRD).
CARD-F functions under the auspices of an Inter-Ministerial Committee comprising MAIL, MRRD, and the Ministry of Finance (MOF) under the chairmanship of the Ministry of Counter Narcotics (MCN). While presently externally funded through development cooperation, CARD-F seeks to be an “on-budget” mechanism that enhances Afghans’ own capacity to design and implement effective strategies for growth and development.
Job Summary
-Duties and Responsibilities
Working closely with the other team members and in particular with the contracts management unit and the TA technical advisor on project implementation, the Implementation Coordinator will:• Lead on the Implementation and Contract Management Support Unit;
• Prepare training materials on implementation and contract management support for MU and Provincial Office personnel;
• Deliver training to MU and provincial office personnel and other stakeholders if necessary;
• Review quarterly and annual reports and make recommendations to the MU;
• Liaising with designated representatives of the Clients at national and/or regional/provincial level to ensure that the Clients are kept aware of project progress and any issues that may require attention;
• Liaising with Provincial offices of DAIL, PRRD and other stakeholders to ensure that project implementation strategies are agreed with the relevant provincial authorities;
• Coordinate the project implementation support activities for each EDP being implemented which will include:
- Liaising with Implementing Consultants (ICs) for mobilization and start-up of the project;
- Coordinating the activities of the MU to work with and to monitor the ICs for the various activities and deliverables during the inception phase;
• In partnership with M&E department develop indicative log frames and base line survey design and deliverables;
• Ensuring that review and processing of the Inception report is dealt with expeditiously in order to avoid, where possible, any delay in commencing the Implementation phase of the project;
• Liaising with the ICs to monitor the start-up of the implementation phase of the project;
• Approval and mobilization of International/Regional technical assistants;
• Ensuring that all necessary information is available to the Executive Director and the Client prior to review and discussion of the Intermediate Review Points(IRP);
• Liaise with Implementing Consultants (ICs), MAIL Contracts and M&E departments, MRRD, the relevant departments in the CARD-F management unit and the provincial offices;
• Be able and willing to travel frequently to the project areas;
• Will assist and support the Deputy Executive Director to monitor and coordinate processing of IC invoices, organizing and coordinating kick-off meetings, review and approval of the Inception Reports, IRP meetings; resolving issues concerning implementation and contract management issues with the ICs and other stakeholders;
Qualification
Qualification:
• Master degree in Economics, Rural Development, Agriculture, Engineering, project management, procurement, commercial management or related field from a recognized university is essential.
Skills:
• Good negotiation skills and be able to deal with a wide range of implementing contractors of varying skills levels;
• Demonstrated initiative and self-motivation in handling all assigned tasks required, and the willingness to accept responsibility and accountability for the quality and timely completion of tasks assigned;
• Computer literacy including in the use of MS-Word and MS-Excel
• Have the ability to take a strategic view of the results to be delivered and to conceptualize how the CARD-F program can fit into the overall development objectives in the project area.
Experience:
• Understanding and experience of international best practice in government sector procurement strategy and transaction management.
• Over 5 years of relevant work experience is required
• Demonstrated capability in office administration systems, including (but not limited to) systematic document and electronic filing and retrieval, document control
• Have considerable experience of implementing development projects in a challenging environment;
