About CARD-F

The Comprehensive Agriculture and Rural Development Facility (CARD-F) works on behalf of the Government of the Islamic Republic of Afghanistan (GOIRA) to deliver sustainable economic development in the rural economy at the district level. 
CARD-F specifically seeks to provide a means of designing, coordinating and funding high-impact interventions through an integrated Economic Development Package (EDP) for each targeted district. EDPs address issues of markets, agricultural production and infrastructure in an integrated manner to promote growth and build on, as far as possible, existing programs and projects. Such programs and projects are predominantly those of the Afghan Ministry of Agricultural Irrigation and Livestock (MAIL) and the Ministry of Rural Rehabilitation and Development (MRRD). 
CARD-F functions under the auspices of an Inter-Ministerial Committee comprising MAIL, MRRD, and the Ministry of Finance (MOF) under the chairmanship of the Ministry of Counter Narcotics (MCN). While presently externally funded through development cooperation, CARD-F seeks to be an “on-budget” mechanism that enhances Afghans’ own capacity to design and implement effective strategies for growth and development. 

Job Summary

Duties and Responsibilities

Working closely with the other team members the Monitoring and Evaluation Officer will:
• Develop, implement and periodically update a decentralised CARD-F results monitoring and evaluation (M&E) and reporting framework with policy, process, system and performance measurement plan, based on the CARD-F logical framework (LF) and supporting documents, with clearly demarcated responsibilities based on the participatory and equity principles of the program
• Contribute generally to the process of EDP design and prioritization, including the identification and allocation of resources;
• Cooperate with other Economic Development Package (EDP) developers to ensure that
o EDP objectives, indicators and assumptions/risks are appropriate achievable and measurable, summarized in a Log Frame nested with the CARD-F logical framework
o Risk assessment is complete and realistic
o Implementing Contractor’s terms of reference are coordinated with EDPs
• Where required, participate in the EDP implementation procurement process 
• Review the detailed LF and performance measurement plan prepared by implementing contractors for completeness and alignment with the TOR.
• Undertake regular verification monitoring of ongoing EDP implementation in close coordination with CARD-F Finance department; 
• Make regular visits to Province and District Offices to oversee and ensure the efficient implementation of M&E activities
• Facilitate and participate in the periodic review of implementing contractor’s progress towards achieving results and adjustment of expected results 
• Train and mentor CARD-F staff in provinces in EDP LF preparation and M&E activities based on the CARD-F M&E framework and EDP requirements
• Assist in the formulation of recommendations for improving implementation performance including direct training and mentoring at provincial and district level. 
• Represent CARD-F on M&E issues with MRRD, MAIL and other organization including data sharing
• Contribute to the CARD-F website 
• Undertake all other duties and responsibilities commensurate with the role and level of this job as may be requested by the National Director or one of his nominees.
• Willingness to travel throughout Afghanistan and stay for a period of approximately up to a week, in any CARD-F target province, when needed.

Qualification


Qualification:

• Bachelor degree in Economics, Rural Development, Agriculture, Engineering or related field from a recognized university is essential. A Masters degree in the above mentioned subjects will be preferred.

Skills:

• Excellent analytical and reporting skills and an ability to quickly understand and apply new concepts and methods
• A solid practical understanding of rural development, with a focus on participatory processes and a good knowledge of gender issues
• Good communication, presentation and report writing skills;
• Ability to communicate fluently in English, Pashto and Dari;
• Good computer skills including proven experience using MS Office packages
• Good leadership and team participation skills

Experience: 

• 3 years of M&E working experience and good understanding of M&E principles, methods and tools.
