URC has an immediate need for an Internally Displaced People (IDP) Specialist for a large Primary Health Care Project in Iraq.
Roles and Responsibilities:
The IDP Specialist will assist the project to develop tailored interventions to target displaced persons to increase their use of quality primary care services and will provide a comparative data sources to measure improvements over the life of the project. He/she will work on the provincial assessments, gather information on the clinical and programmatic needs of the IDP populations with low service coverage, and gather information on quality of services, patient perspectives, linkages to community services, and access barriers. General responsibilities of the IDP Specialist include: • Ensure that IDPs are adequately covered by strengthened PHCs in the target regions; • Coordinate closely with the MoH to monitor health needs of IDPs; • Assist district teams to update catchment area estimates to reflect IDP service use; • Maximize health literacy among IDPs and other vulnerable groups; • Ensure that the health and social support needs of IDPs, especially women and children, are adequately accounted for within the program framework; • Partners at the national, provincial and facility levels are capacitated to integrate approaches to increase coverage for IDPs with the PHC setting.
Key Qualifications and Experience:
• Master’s degree in Social, Political or Health Sciences; • 2-3 years of relevant experience in public health, specifically in Iraqi MoH facilities; • International experience in a similar setting required. Fluency in English and Arabic is required; • Familiar with recording polices/procedures in clinics, districts, and hospitals; • Deep understanding of health issues related to Internally Displaced People and Human Rights; • Familiarity of academic work related to IDPs; • Familiarity with relevant actors in the field of IDPs and Human Rights; • Direct work experience in preparing analytical reports, field assessments and program evaluations regarding IDP and humanitarian protection issues; • Demonstrated experience in providing technical advice, guidance and consultation in the area of humanitarian protection and IDPs with regard to the policy implications of relevant issues; • Proven skill in oral and written communication in the preparation and presenting of analyses, field assessments, data collection and program evaluations.
